Congresswoman Luz Rivas Calls for Impeachment of DHS Secretary Kristi Noem

WASHINGTON, D.C. - Congresswoman Luz Rivas (CA-29), the first Latina to represent California's 29thCongressional District in the San Fernando Valley, signed onto Congresswoman Robin Kelly's (IL-02) articles of impeachment against Department of Homeland Security (DHS) Secretary Kristi Noem.

"Under Secretary Kristi Noem's leadership, DHS and Immigrations and Customs Enforcement (ICE) agents have separated families, ripped communities apart, and taken innocent lives," said Congresswoman Rivas. "Secretary Noem's reckless disregard for the rule of law continues to be a threat to the safety and wellbeing of communities across the country. From Los Angeles to Chicago to Minneapolis, Secretary Noem continues to abuse her power, defy Congressional authority, and violate the rights of Americans. Secretary Noem's tenure as head of DHS spits in the face of the contributions that generations of immigrants made to make our country great. Secretary Noem is unfit to be the Secretary of the Department of Homeland Security - and that is why I am joining my colleagues in calling for her impeachment and immediate removal from her position."

Background:

Congresswoman Rivas signed onto Congresswoman Kelly's (IL-02) Articles of Impeachment. In response to the recent murder of Renee Nicole Good in Minneapolis by ICE agents and the subsequent violent responses by DHS, Congresswoman Kelly is filing three Articles of Impeachment against Secretary Noem:

  1. Obstruction of Congress: Secretary Noem willfully obstructed Congressional oversight and withheld Congressionally appropriated funds in violation of her constitutional oath and federal law.
  2. Violation of Public Trust: Secretary Noem compromised public safety, violated due process of American citizens, and directed unconstitutional actions.
  3. Self-Dealing: Secretary Noem abused her office for personal benefit and steered federal dollars to associates.

In 2025, DHS and ICE agents conducted violent raids across Los Angeles, including in the San Fernando Valley, where data from the Coalition for Humane Immigrant Rights (CHIRLA)show the area as the most impacted.

During her first term in Congress, Congresswoman Rivas has routinely showed up to detention facilities to demand accountability from ICE, including demanding answersfor the treatment of detainees at the Adelanto Detention Facility. Congresswoman Rivas is also a co-sponsor on eight bills that rein in DHS's and ICE's abuses of power.

In response to the treatment of detainees, such as Benjamin Guerrero-Cruz from Reseda, Congresswoman Rivas introduced the Immigrant Notification for Facility Oversight and Relocation Management (INFORM) Actto require ICE notify detainees' immediate family when they are transferred between facilities.
