The Michigan Public Service Commission today announced a request for proposals (RFP) for projects eligible for funding through the MPSC's $4,875,000 Renewable Energy and Electrification Infrastructure Enhancement and Development grant program.

The Commission posted the RFP seeking applications from businesses, nonprofit organizations, units of local and state government and Tribal governments to fund planning, developing, designing, acquiring, or constructing renewable energy and electrification infrastructure projects in Michigan.

The RFP is available at the MPSC's webpage for the program. The deadline to submit proposals is Jan. 13, 2027. Proposals must be submitted by email to [email protected].

Potential projects that could be funded through the grants include electrification technologies, renewable energy systems, waste heat to energy systems, combined heat and power using wastewater treatment biogas, electric vehicle charging infrastructure, renewable natural gas facilities, and others.

With the posting of the RFP today, there are two opportunities for interested parties to submit clarifying questions about the RFPs, with deadlines set for Nov. 23, 2026, and replies posted to the grant program's webpage by Dec. 3, and another deadline for questions on Dec. 14, with replies posted Dec. 21. All inquiries must be submitted using the [email protected] email address.

Public Act 21 of 2026 requires the MPSC to allow the opportunity for review of all applications for this grant by local units of government, environmental groups, and business interests directly affected by the proposals. The MPSC will post all submitted applications in unredacted form on the grant program's webpage by Jan. 20, 2027, kicking off a 45-day period for review and comment, after which applicants have until March 22, 2027, to modify proposals. Modifications also must be submitted by email to [email protected], with the email identifying and explaining the modifications. Modified proposals will be posted on the website March 26, 2027.

The MPSC anticipates notifying selected grant recipients of their award status in the summer of 2027. The anticipated grant start date is September 2027, with projects to be completed no later than Dec. 31, 2030.
