GPA Midstream Supports PHMSA Pipeline Safety Modernization Proposals

GPA Midstream submitted comments to the Pipeline and Hazardous Materials Safety Administration (PHMSA) expressing support for several proposed rules aimed at modernizing pipeline safety requirements.

Comments submitted covered the following:

  • Integration of Innovative Remote Sensing Technologies for Right-of-Way Patrols on Gas and Hazardous Liquid Pipelines (Docket No. PHMSA-2025-0118)
  • Removing Unnecessary Provision for Material Properties Verification During MAOP Reconfirmation (Docket No. PHMSA-2026-1549)
  • Adjust Annual Report Deadlines (Docket No. PHMSA-2025-0108)
  • Remote Monitoring of Hazardous Liquid Pipeline Rectifiers (Docket No. PHMSA-2026-1550)

PHMSA's Notices of Proposed Rulemakings (NPRMs) would support a practical, risk-based approach to compliance requirements. The proposals would provide regulatory clarity and certainty, remove ambiguity and unnecessary compliance burdens, and maintain pipeline safety.

While the NPRMs reflect a broader trend of this PHMSA leadership towards modernizing pipeline safety regulations, it is critical for GPA Midstream to engage to share operational experience-based insights.

GPA Midstream worked with allied energy trade associations American Petroleum Institute, Interstate Natural Gas Association of America, and Liquid Energy Pipeline Association in providing this input to PHMSA.

GPA Midstream will continue to engage the agency to advance policies that support safe, efficient, and reliable midstream operations.
