Minister of Foreign Affairs of the Republic of Belarus M.Ryzhenkov takes part in the high-level week of the 80th session of the UN General Assembly (fourth day)

On September 26, 2025 the Minister of Foreign Affairs of the Republic of Belarus, Maxim Ryzhenkov, continued his visit to New York to participate in the anniversary session of the UN General Assembly.

The Belarusian Foreign Minister spoke at the 7th Ministerial Meeting of the Group of Friends in Defense of the UN Charter. "The 80th anniversary of the UN Charter is an occasion to strengthen international law and solidarity among Member States," the Minister emphasized.

Particular attention was paid to the issue of unilateral coercive measures (UCMs). Belarus advocates joint efforts by UN member states to protect international law and raise global awareness of the consequences of illegal sanctions, including within the framework of the established International Day against UCMs.

Belarus also expressed solidarity with Palestine and Venezuela, emphasizing the need for the international community to take a principled stance to protect their sovereignty and implement UN resolutions.

The Minister noted that the current world order is characterized by deep mistrust and a lack of dialogue. The reasons for this lie in the fact that states do not implement in practice the decisions taken on pressing issues on the international agenda. As a clear example, M.Ryzhenkov cited the situation around Palestine, where the lack of consistent and persistent action over the past 80 years has not led to a resolution of the situation regarding the peaceful coexistence of the two states.

Minister Maxim Ryzhenkov also took part in a high-level meeting on the International Day for the Total Elimination of Nuclear Weapons on the sidelines of the UN General Assembly session.

The Minister noted that the world is once again facing a growing nuclear threat.

The Minister noted that due to increased militarization and the current arms race, the only guarantee for sovereign states is the possession of nuclear weapons.

At the same time, Belarus advocates for targeted work to develop reliable security guarantees for all countries. The Foreign Minister stressed that Belarus' actions, including the deployment of Russian tactical nuclear weapons and "Oreshnik" ballistic missiles, are defensive and aimed solely at protecting sovereignty. This is being done in strict accordance with international law and the Treaty on the Non-Proliferation of Nuclear Weapons.

The Minister called for strengthening trust between states and creating an effective system of collective guarantees. "If there are security guarantees, there will be no need for nuclear weapons," said M.Ryzhenkov, confirming Belarus' readiness for dialogue and international cooperation in the field of nuclear security.

At a meeting with the Minister for Foreign Affairs of Singapore, Vivian Balakrishnan, the parties talked about current issues in Belarus-Singapore relations.

The sides noted the importance of strengthening political dialogue and said they were ready to hold inter-ministerial political consultations to update the bilateral agenda.

Special attention was paid to the development of trade and economic ties. The Minister noted Belarus' readiness to expand supplies of domestic food products to the Singapore market. In this regard, the Belarusian side expressed hope that the Singapore Food Agency would complete the accreditation procedure for Belarusian poultry producers.

The parties also agreed to expand the legal framework for bilateral cooperation.

With the Secretary of Foreign Affairs of the Republic of the Philippines, Maria Teresa Lazaro, the parties discussed steps to further develop the legal framework, including the preparation of an agreement on the abolition of the visa regime, as well as work on a draft agreement on air transport. The signing of these documents will increase passenger and cargo traffic between the two countries.

Belarus proposed establishing an Intergovernmental Commission on Trade and Economic Cooperation, noting its readiness to expand cooperation in trade, investment, and tourism.

In the multilateral sphere, a high level of coordination between Belarus and the Philippines was noted.

During talks with the Minister of International Relations of the Republic of Botswana, Phenyo Butale, the implementation of agreements reached in Minsk in July 2025 was discussed, as well as preparations for the first-ever official visit of the President of Botswana to Belarus.

The parties considered the possibility of establishing a Joint Committee on Economic Cooperation with working groups on trade, agriculture, and industry, as well as developing cooperation between the national economic agencies and business communities of the two countries. Particular attention was paid to the prospects for strengthening partnership in agriculture, ensuring food security, the mining industry, education, and technical support.

Cooperation in the international arena was discussed, including strengthening interaction in the UN and the Non-Aligned Movement, countering unilateral restrictive measures, as well as joint initiatives to protect the rights of landlocked countries and combat human trafficking.

With the Co-Minister of Foreign Affairs of the Republic of Nicaragua, Denis Moncada, the parties emphasized the high level of development of relations between Belarus and Nicaragua and the strategic nature of the partnership between the two countries.

They noted the successful holding of meetings of the intergovernmental commission and political consultations in 2025, as well as the practical significance of regular contacts at the high and highest levels.

The economic agenda focused on the implementation of joint projects in mechanical engineering. The parties agreed to continue systematic work within the framework of the Joint Commission on Trade and Economic Cooperation, whose next meeting is scheduled to take place in Minsk in 2026. Promising areas for expanding mutual supplies were discussed.

On the multilateral track, the parties confirmed their commitment to strengthening cooperation in the UN and other international structures, including the promotion of Belarus' initiatives at the 80th session of the General Assembly. The parties noted the coincidence of Belarus and Nicaragua's positions on key issues on the international agenda and their commitment to the principles of the UN Charter.

The talks with the Vice Minister of Foreign Affairs of the Democratic People's Republic of Korea, Kim Son Gyong, focused on bilateral interaction and cooperation in international organizations. The parties exchanged assessments on key regional and global processes, noted with satisfaction the maintenance of regular contact between the foreign ministries of the two countries, and discussed the schedule of joint events.

During the meeting between Minister M.Ryzhenkov and the Minister for Foreign Affairs, Regional Integration and Togolese Abroad of the Togolese Republic, Robert Dussey, the head of the Belarusian Foreign Ministry emphasized that Belarus considers cooperation with African countries to be very promising and fundamental.

The parties mutually confirmed their readiness to sign agreements in the near future in the areas of visa regulation, cooperation through chambers of commerce and industry, and the establishment of institutions for the development of trade and economic cooperation. The interlocutors noted the positive dynamics of Belarusian-Togolese relations and emphasized their mutual interest in intensifying political dialogue and practical cooperation in various fields.

Special attention was paid to issues of cooperation in the agro-industrial sector. The Belarusian side confirmed its readiness to share its accumulated experience and expertise in the field of agricultural mechanization and the introduction of modern technologies, which will increase the efficiency of Togo's agricultural sector.
