Prime Minister Orpo to visit Berlin

At the invitation of Federal Chancellor of Germany Friedrich Merz, Prime Minister Petteri Orpo will attend a meeting on the preparation of the EU's multiannual financial framework for 2028-2034 in Berlin on 27 August. The informal lunch meeting will also be attended by the Prime Ministers of the Netherlands and Denmark and the Federal Chancellor of Austria.

The forthcoming financial framework will determine how much EU funding will be available in 2028-2034 and how the funds will be allocated. The European Commission presented its key proposals for the next fiscal term on 16 July 2025. The Commission's proposal for the overall level of the financial framework amounts to EUR 1,893 billion, which is about 1.35 per cent of the EU's gross national income.

"The general priorities of the proposal are worthy of support and in line with Finland's objectives. However, the overall level of the proposed framework is too high," said Prime Minister Orpo.

"Finland supports measures to modernise the financial framework and update its priorities. It is essential to ensure that funding is allocated to the EU's main priorities, such as strengthening defence and boosting strategic competitiveness," Prime Minister Orpo said.

Negotiations between the Member States on the financial framework are currently underway. Adopting the framework requires a unanimous agreement among the Member States and the consent of an absolute majority of Members in the European Parliament.
