Congressman Shri Thanedar Introduces BLANKET Act to Protect Homeless Populations from Severe Weather

Washington, D.C. - Today, Congressman Shri Thanedar introduced the Building Local Access for Needs in Key Emergency Temperatures, or BLANKET Act, legislation that authorizes more than $2 billion over three years in grants for state and local governments or non-profit and public housing agencies to provide resources for homeless populations during severe weather emergencies. The BLANKET Act is also endorsed by the National Low Income Housing Coalition, the Homeless Action Network of Detroit, and Housing Specialties.

"During periods of severe weather events, like cold snaps, blizzards, and extreme heat advisories, people without access to shelter are at risk for serious injury or even death," said Congressman Shri Thanedar. "In areas with severe cold, people often shelter in cars and other potentially unsafe places, leading to tragic and preventable deaths. This is one of many reasons why deaths from hypothermia are up to 13 times higher in the homeless population. At times of high temperatures, deaths among the homeless are often attributable to heat, with some data suggesting as many as 50% of this community's deaths are heat-related in parts of the US."

"Our community here in the Detroit area has seen many severe weather emergencies. Homeless deaths have doubled in the city of Detroit from 2024 compared to 2021-2023, and we must fight to ensure that not a single additional person dies because they don't have access to shelter. As someone who grew up in deep poverty without weather-resistant shelter, I know firsthand the negative effects a lack of high-quality shelter can have on our communities. It's why I introduced the BLANKET Act, to provide generational investment to the people who need it most. I am grateful to the National Low Income Housing Coalition, Homeless Action Network of Detroit, and Housing Specialties, who have endorsed this legislation."
