Corn Refiners Welcome Launch of USMCA Review Process Between US, Mexico

WASHINGTON, D.C. - Corn Refiners Association President and CEO John Bode released the following statement after the governments of the United States and Mexico announced the first round of bilateral discussions in preparation for the Joint Review of the U.S.-Mexico-Canada Agreement.

The move will promote affordability for consumers throughout the integrated North American market and protect an important trade relationship for American agriculture.

"The United States and Mexico share one of the most important and successful agricultural trading relationships in the world, and today's news is a positive step forward for the consumers, farmers, and manufacturers who depend on it," said Bode. "Predictable, rules-based trade has helped Mexico become the largest export market for American agriculture as a whole and U.S. refined corn products in particular. The deal has also been critical in ensuring that consumers have access to safe and affordable food. We look forward to these discussions serving as the basis of a successful USMCA review and a full renewal of the agreement.

BACKGROUND

U.S. Trade Representative Jamieson Greer and Mexican Economy Secretary Marcelo Ebrard announced the discussions today. According to a USTR release, Greer and Ebrard instructed negotiators to "begin a scoping discussion on the necessary measures to ensure the benefits of the Agreement accrue primarily to the parties, including by reducing dependence on imports from outside the region, strengthening rules of origin, and enhancing the security of North American supply chains." The negotiations are expected to begin during the week of March 16 and occur regularly thereafter.

Mexico is the top export market for U.S. refined corn products, importing $1.26 billion in 2025, making it the top destination for U.S. corn refining exports.

The U.S.-Mexico-Canada Agreement (USMCA) has been critical to the growth of these exports, supporting deeply integrated supply chains and reliable access to key markets. CRA data show that Mexico and Canada together account for $1.8 billion in annual refined corn product exports. CRA is a proud member of the Agricultural Coalition for USMCA, which is urging a full 16-year renewal of the agreement.

Under USMCA, refined corn exports to Mexico have grown significantly, reflecting the benefits of open markets and aligned regulatory frameworks. A stable and predictable U.S.-Mexico trade relationship is essential for American agriculture and the many rural communities that depend on a strong agricultural economy.
