At today's Government session, the last one this year, Deputy Prime Minister and Minister Branko Bačić presented the regular report and current state of the post-earthquake reconstruction.
In earthquake-affected areas, including both the areas affected by the Zagreb and the Petrinja earthquakes, 14,254 reconstruction projects have been completed so far.
"Out of that number, 13,459 projects refer to private buildings and houses comprising 53,653 housing units, while 795 projects refer to the reconstruction of public use buildings and infrastructure. In addition, 494 family houses have been built (Zagreb earthquake 45, Petrinja 449), while 207 houses are under construction (Zagreb 48, Petrinja 159), and 80 subsidies have been paid for the purchase of an apartment or a house instead of building a replacement house," Minister Bačić said.
Currently, there are 1,966 open construction sites - 1,836 referring to private buildings and houses and 130 referring to public use buildings. Additional 1,419 locations are in the public procurement process.
He also recalled that, along with the reconstruction of private property, post-earthquake reconstruction also entails a large number of public use buildings: hospitals, schools, kindergartens, health centres, whose reconstruction started from the EU Solidarity Fund and Continued through NRRP and the state budget.
"From the EU Solidarity Fund, 1,309 projects have been contracted, and 1,167 have been completed so far," the Minister said, recalling that substantial financial resources have been secured for the reconstruction of public use buildings - 1.003 billion euro from EUSF, additional 1.47 billion euro from NRRP, and the remaining 1.33 billion euro from the state budget. Post-earthquake reconstruction entails 74 healthcare facilities, 156 schools and kindergartens, 27 faculties, 293 cultural heritage buildings, 600 kilometres of roads and 77 bridges and other municipality and energy infrastructure projects.
Out of the 1,309 contracted projects, 209 projects refer to comprehensive reconstruction of public buildings, worth 2.44 billion euro. By now, 96 projects have been completed, 109 projects are in progress, and four projects are in different preparatory stages.
The Minister also recalled that yesterday we marked the fifth anniversary of the Petrinja earthquake, when
28 reconstructed public use buildings opened their doors to citizens in Sisak-Moslavina County and Karlovac County. Furthermore, in Petrinja, a parade was held from the Bridge of Volunteers to Croatian Veterans' Square, where candles were lit and roses laid at the memorial plaque to pay tribute to the victims of the earthquake - thirteen-year-old Laura Cvijić and volunteer Albin Canjar, and all other earthquake victims. Later, in Žažina, a commemoration was held and candles were lit to pay tribute to the earthquake victims, and a memorial mass was held in memory of Stanko Zec, an organist of the Church of St. Nicholas and Vitus in Žažina who died in the Petrinja earthquake.
In Petrinja, a conference called "Earthquake Engineering Days 2025 - Economic and Educational Revitalisation of Earthquake-Affected Areas - Five Years After the Earthquake" took place yesterday, organised by the University of Zagreb.
In the week preceding the anniversary, Prime Minister Andrej Plenković and sectoral ministers visited the Sisak-Moslavina County area - the cities Petrinja, Glina and Sisak. During the visit, the Knowledge Centre and Planetarium - Gradska Munjara Sisak was ceremonially opened, and the Prime Minister also toured the new Galdovo Educational Complex and the construction site of the largest multiapartment building damaged by the earthquake, comprising a total of 144 housing units in the Croatian National Revival Street.
In Glina, the Prime Minister toured the city square and the House of the Croatian National Anthem, and in Petrinja he visited a family who have moved into their new replacement house, he toured construction sites of eight multiapartment buildings in Sisačka Street and attended the opening ceremony of the Fran Lhotka Music School and the city library.

Increase of the housing stock in Sisak-Moslavina County
Minister Bačić also commented on the increase of the housing stock in Sisak-Moslavina County, which includes the construction of 59 new multiapartment buildings comprising 1,024 apartments.
"By now we have completed and occupied 45 buildings, 12 buildings are under construction, and two are in preparation for the beginning of works. In December, we occupied two new buildings in Sisak comprising 38 apartments."
Out of the 45 completed buildings, 17 are located in Sisak, eight in Petrinja, eight in Glina, four in Topusko, two in Gvozd and one in Kutina, Dvor, Jasenovac, Lekenik and Novska each.
Out of the 59 planned buildings, 20 are co-financed from the Operative Programme Competitiveness and Cohesion and fully completed. Within two other projects, three more buildings have been built - two from the Programme of State-Subsidised Housing Construction in Sisak and one building from the interdepartmental cooperation programme in Novska.
Let us add that, so far, a total of 4.23 billion euro has been spent on the reconstruction of public and private property - 2.46 billion in the area affected by the Zagreb earthquake and 1.77 billion euro in the area affected by the Petrinja earthquake. The 2026 budget allocates 1.02 billion euro for reconstruction.
