WASHINGTON, D.C. (Jun. 3, 2026) - Today, Congresswoman Nancy Mace (R-SC-01) introduced a joint resolution proposing a constitutional amendment to ensure elected and appointed leaders in the Federal government answer to one country and one country only: the United States of America.
Under this amendment, any individual holding citizenship, nationality, or allegiance to a foreign country is barred from serving in Congress, on the federal bench, as President or Vice President, or in any Senate-confirmed role unless they formally and permanently cut their foreign ties.
"If you want to represent the American people, judge the American people, or lead the American people, your loyalty belongs to the American people. Not a foreign government. Not any another country," said Congresswoman Mace. "The people making our laws and leading our government cannot have one foot in America and one foot somewhere else. It is a threat to our national security and an insult to every American citizen. This amendment is simple: one country, one allegiance, or you do not serve."
The amendment covers five categories of federal service:
Any individual who formally and permanently relinquishes all foreign ties is eligible to serve.
This resolution is the next step in Rep. Mace's ongoing effort to protect the integrity of the American government. Late last month, Rep. Mace introduced a joint resolution proposing a constitutional amendment which would require Members of Congress, federal judges, and Senate-confirmed officers of the United States to be natural born citizens.
"The American people deserve leaders who are committed to this country and this country only. Where your loyalty lies is where you serve. This amendment closes the door on divided loyalties once and for all," Mace added.
