WASHINGTON, D.C. (June 18, 2026) - Today, Pharmaceutical Research and Manufacturers of America (PhRMA) president and CEO Stephen J. Ubl issued the following statement on USTR's initiation of a Section 301 investigation into Germany's unfair pricing policies:
"PhRMA appreciates the Administration's commitment to challenging unfair practices abroad and support using Section 301 to achieve this goal. For too long, foreign governments have undervalued innovative medicines, forcing U.S. patients and taxpayers to shoulder a disproportionate share of the costs of global innovation. Initial progress has been made with the U.S.-UK pharmaceutical pricing agreement, but Germany, Japan, France, Canada and other high-income countries must take action to pay their fair share. We encourage the Administration to continue pursuing strong trade agreements to ensure our trading partners stop free riding on American innovation."
