BACKGROUND:

On April 1, 2026, the Federal Crop Insurance Corporation (FCIC) published the Removal of Regulatory Overreach and Federal Crop Insurance Policy Provisions final rule (91 FR 16151).

FCIC is updating the Common Crop Insurance Policy, Basic Provisions; Catastrophic Risk Protection Endorsement; and Peak Endorsement Pilot to remove potential conflicts with the rule and make additional simplifications and clarifications.

The changes are effective beginning with the 2027 crop year for crops with an April 30, 2026, contract change date, and for the 2028 crop year for crops with an earlier contract change date.

ACTION:

The following documents will be available by April 30, 2026, on the Risk Management Agency (RMA) website at https://www.rma.usda.gov:

  • Common Crop Insurance Policy, Basic Provisions (27-BR)
