D.C. Man Charged in Shootout that Left a Georgia National Guardsman Injured

WASHINGTON - Jerrell Lamont Jackson, 41, of the District of Columbia, was charged by complaint today in connection with the October 18 shootout in the Barracks Row neighborhood in Southeast Washington D.C. that left a National Guardsman injured, announced U.S. Attorney Jeanine Ferris Pirro.

"This brazen attack on the National Guard by a repeat violent offender firing into a crowded corridor is exactly the kind of lawlessness our city refuses to tolerate," said U.S. Attorney Pirro. "The National Guard and our task force partners responded with discipline and courage, restoring order quickly. Their presence is delivering real results: more than 18,000 arrests, nearly 2,200 illegal firearms seized, and 28 missing children safely returned home. The men and women protecting this city are driving violent crime down and taking back our streets one dangerous individual at a time."

Jackson is charged in the United States District Court for the District of Columbia with one Count of Unlawful Possession of a Firearm and Ammunition by a Felon, Assault with a Dangerous Weapon (Gun), and Possession of a Firearm During a Crime of Violence or Dangerous Offense.

According to the complaint, at about 11:10 p.m., on Oct. 18, 2026, officers from the Metropolitan Police Department's First District responded to a report of a shooting in the 400 block of 8th Street SE.

The on-scene investigation determined that members of the National Guard, assigned to patrol the Barracks Row corridor, had attempted to stop a fight. An individual who was involved in the fight (later identified as Jackson) brandished a pistol and began shooting.

The National Guard members ordered the suspect to drop the firearm. The suspect attempted to flee while he simultaneously discharged his pistol towards the National Guard members.

Three National Guard members returned fire, striking the suspect. The suspect was detained afterward and held until MPD officers arrived. As a result of the gunfire exchange, one of the Guardsmen was struck in the leg. DC Fire and EMS responded to the scene and transported the National Guard member and the suspect to area hospitals for treatment of their non-life-threatening injuries.

Investigators recovered the firearm - a Taurus G2C 9mm - from underneath a vehicle Jackson ran behind after the shooting. Police also recovered at least 14 shell casings.

The shooting is under investigation by the Internal Affairs Bureau's Force Investigations Team, which investigates all law enforcement officer-involved shootings in the District of Columbia. It is being prosecuted by the U.S. Attorney's Office for the District of Columbia.

The details contained in a charging document are merely allegations. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

The altercation (circled in red) broke out in front of Cafe 8 as several individuals looked on.

National Guard members (circled at left) arrived as the fight was in progress.

A surveillance camera farther up the street, captured an image of the altercation involving the suspect.

Individuals scatter at the sound of a gunshot. One of them flees into a nearby smoke shop.

The suspect appears to discharge a firearm into the smoke shop next door to Cafe 8.

The suspect identified as Jackson, in the hooded sweatshirt, runs by an individual and into an alleyway as National Guard members order him to stop.

A member of the National Guard appears to discharge his firearm in the direction of the suspect.

A surveillance camera in the alleyway captured this image of the suspect -- still holding a firearm -- after he ran behind the Subaru, turned around, and pointed the firearm in the direction of the National Guardsmen.

Law enforcement subsequently recovered a Taurus G2C 9mm pistol from under the Subaru.
