County of Orange Coyote Creek Bikeway Project: OC Loop
Legal notices issued by County concerning use of eminent domain

The County of Orange ("County") is undertaking the Coyote Creek Bikeway Project (the "Project") through portions of the City of Buena Park ("City"). The Project is a planned 2.7-mile bikeway along Coyote Creek Channel that is expected to begin in coming months, the purpose of which is to close an existing gap in the 66-mile-long OC Loop Bikeway.

In connection with the Project, the County has issued legal notices to several property and business owners advising of the County's need to acquire portions of certain private properties to complete the Project. The subject properties are located in District 1 along the planned Project route, with the County indicating that certain portions of those properties are needed for temporary construction purposes while other portions are needed permanently as part of the planned bikeway.

Notice of Community Meeting
The County of Orange is hosting a community meeting onNovember 20, 2025, at the Buena Park Community Center, located at 6688 Beach Blvd, Buena Park. During the community meeting, County representatives will present an overview of the project, show the proposed location of temporary construction easements and the project route, outline next steps in the process, and answer questions from residents and business owners.

Summary of Impacted Properties
The County of Orange is seeking to acquire specified rights in the below properties as part of the Project

1. Dolly Avenue Parcel - Primary impact is to the business located at 5650 Dolly Avenue, with the County seeking to acquire a relatively small portion of the aggregate site that is being used for parking. As illustrated in the below diagram, the County is seeking:
  • 60-month Temporary Construction Easement (orange area)
  • Fee Title (purple area)
  • Perpetual Non-Exclusive Easement (green area)


2. Stage Road Parcel
- Primary impact is to residents of the Amberwood Apartment Complex (7651 Stage Road), with the County seeking to use approximately 37 resident parking spaces for construction activities related to the project. City water and sewer lines are also impacted and located beneath the construction easement area illustrated below:
  • 60-month Temporary Construction Easement (green area)


3. Stage Road Area Easement
- The County is seeking a permeant area easement from the City that would accommodate construction of a new bridge crossing over Stage Road. The bridge will be visible from but will not have direct property impacts on area residents or businesses.
  • Permanent Easement (dark green)


4. La Mirada Boulevard Parcel
- Primary impact is to the property at 5301 Beach Boulevard. The County is seeking a temporary construction easement that would occupy a section of landscaping along La Mirada Boulevard, and permanent easement over a portion of the existing landscaping to widen the existing sidewalk.
  • 60-month Temporary Construction Easement (yellow area)
  • Permanent Easement (green area)


About the OC Loop
The OC Loop is a planned 66-mile network of trails for biking and walking in Orange County. It utilizes existing trails along rivers as well as underutilized railroad rights-of-way, creating a continuous route for recreation and commuting.

The project includes construction, maintenance, and easements on certain private properties, as coordinated by the County of Orange.
