Finland has become the thirteenth country to join the Tallinn Mechanism-an international initiative that helps Ukraine enhance its cyber resilience and digital security.
"Ukraine's resilience in defending against cyberattacks aimed at civilian infrastructure, government systems, and businesses has increased remarkably. By joining the Tallinn Mechanism, Finland joins likeminded partners in reinforcing Ukraine's cyber security and resilience while also strengthening Finland's own role as a committed and trusted actor in international cyber diplomacy," Elina Valtonen, Minister for Foreign Affairs of Finland stated.
"The recent expansion of the Tallinn Mechanism marks its transformation from an international initiative supporting Ukraine's cyber resilience into a genuine platform of strategic solidarity among democratic nations in cyberspace. We warmly welcome Helsinki's decision to join the Tallinn Mechanism community. The engagement of our Finnish partners, together with Finland's valuable expertise in cybersecurity, critical infrastructure protection, and digital governance, will contribute to reinforcing Ukraine's cyber resilience and will further strengthen the collective capacity of participating nations to develop a coordinated and effective response to malicious activities in cyberspace", emphasized Anton Demokhin, Deputy Foreign Minister, Chief Digital Transformation Officer.
Finland brings strong expertise in digital governance, cybersecurity, and the protection of critical infrastructure. Its participation in the Tallinn Mechanism will enhance international cooperation in countering cyber threats and open new opportunities for sharing technological solutions and experience.
"The Tallinn Mechanism is an international initiative that coordinates assistance aimed at strengthening Ukraine's cyber resilience. Finland's accession is a strong signal of solidarity and strategic support in cyberspace. The country brings extensive technological expertise and a high level of cyber culture, and its participation enhances our joint potential, opening new opportunities for knowledge exchange and the development of innovative solutions. Together, we are shaping new standards of digital security for the entire democratic world," Valeriia Ionan, Advisor to the Deputy Prime Minister and Minister of Digital Transformation of Ukraine on Innovation, Digitalization, and Global Partnerships emphasized.
Moreover, Finland's involvement in the Tallinn Mechanism opens new opportunities for cooperation between Finnish technology companies and Ukrainian partners.
"Ensuring uninterrupted access to public services, information, and digital platforms is vital for the Ukrainian people. Through the Tallinn Mechanism, Finland not only supports Ukraine's digital resilience but also opens avenues for Finnish cyber security companies to contribute their expertise and collaborate in meaningful ways," Ville Tavio, Minister for Foreign Trade and Development of Finland noted.
Launched in 2023, the Tallinn Mechanism is a key tool for international technical assistance in the field of cybersecurity. Current member countries include: Canada, Denmark, Estonia, France, Germany, Italy, the Netherlands, Norway, Poland, Sweden, the United Kingdom, the United States - and now Finland. The EU, NATO, and the World Bank participate as official observers.
Activities in Ukraine are supported by the Tallinn Mechanism Project Office (TMPO), based in Kyiv and funded by the Estonian Centre for International Development and EU CyberNet.
