Mayor Ed Lawson gave commendation to Spanish Springs High School students Mackenzie Chase and Vanessa Holleback for winning the Northern 4A Tennis Awards Doubles Team of the Year.

Mayor Ed Lawson gave commendation to recognizing the Spanish Springs High School Football Team for winning the State Championship for the first time in school history.

Brandi Vesco gave a presentation introducing the "Wait Until 8th" movement to raise awareness about delaying smartphone use until eighth grade to promote youth mental health.

Public Hearing and Action Items Unrelated to Planning and Zoning
Council held public hearings and approved the following:

An ordinance amending Sparks Municipal Code Title 13, Chapter 13.09 Sewer, Storm, and River Flood User Charges, and Chapter 13.24 Connection Fees, to increase sanitary sewer user rates, increase the sanitary sewer connection fees, and increase septage rates, with an effective date of April 1, 2026.

The agreement with the Operating Engineers Local No. 3 Supervisors for for the period January 12, 2026, through June 30, 2028, with an estimated cost increase of $14,762 in the general fund and $56,233 in all other funds in FY26, $16,076 in the general fund and $78,421 in all other funds in FY27, and unknown cost impacts in FY28.

The memorandum of understanding to amend the collective bargaining agreement between the Association of Sparks Fire Department Classified Chief Officers and the City of Sparks, with no cost impact.
