EU funding, assistance to irregular immigrants and efficiency of returns

In its communication COM(2021)592 final of 29 September 2021 on the application of Directive 2009/52/EC on sanctions against employers, the Commission promoted access for irregular immigrants to complaint, aid and reporting mechanisms, including via third parties (NGOs, trade unions, associations).

Whilst the fight against employers operating outside the law is essential to combat exploitation and social dumping, the effective enforcement of removal decisions is an equally essential element in ensuring the credibility of the European Union's migration policies.

In view of the above:

  • 1.What precise amounts, broken down by Member State and by EU financial instrument, have been allocated since 2021 to actions directly or indirectly benefitting irregular immigrants under these mechanisms?
  • 2.Which measures ensure that this funding does not, in practice, contribute to keeping persons subject to a return decision on Member State territory?
  • 3.Does the Commission intend to make this funding conditional on verifiable results in terms of recovered penalties and effective cooperation with supervisory and return authorities?
