Law supporting the development of AI technologies in Russia

The federal law establishes a legal framework governing the development, deployment, and use of large-scale foundation models of artificial intelligence.

In particular, it defines the key terms used in the Federal Law, sets out the general principles for regulating this area, outlines the framework for international cooperation in the development, deployment, and use of large-scale AI foundation models, and specifies the powers of the President, the Government, federal executive authorities, other state bodies, state corporations, and the Central Bank in this field.

The law also establishes requirements for sovereign and national large-scale AI foundation models, defines the rights and obligations of their developers, introduces labeling requirements for content generated using such models, and regulates the use of intellectual property in their development and application.
