Planning to update your landscaping, widen your driveway or install a new wall? Before starting, it is important to understand the City of Bellflower's requirements for property improvements. The City Council adopted a
Parkway Design Guide to help residents understand parkway landscaping standards and plan improvements that meet City requirements.
A parkway is the strip of land between the curb and the sidewalk. Both the parkway and sidewalk are part of the public right-of-way and are subject to City requirements. The resident guide outlines rules for landscaping, plant coverage, materials, irrigation and potential design ideas.
The department responsible for reviewing an improvement depends on the project's location and type. Generally, the
Planning Department handles improvements on private property, while the
Public Works Department oversees work within the public right-of-way. Projects involving landscaping, walls, fences, hardscape, decorative rocks and driveway widening may require approval from one or both departments.
Public Works requires a right-of-way (encroachment) permit for parkway improvements. Before starting, contact the Public Works Department to confirm the requirements for your parkway project and learn how to apply. Checking in advance helps prevent code violations, project delays and costly corrections.

Parkway Design Guide is available on the City's website in the
