The Commission has adopted detailed rules on fisheries control and enforcement, with the aim to harmonise procedures, simplify and reduce administrative burden for EU countries and operators.
Fisheries control seeks to prevent overfishing and ensure fairness among fleets. The new rules will modernise the way fishing activities are controlled, for EU vessels and those fishing in EU waters and foster consistent enforcement across the EU.
The preparation of these rules was done in close cooperation with Member States, and included feedback from fishers, industry representatives, regional authorities, and NGOs.
The two legislative acts detailing these rules implement several new features introduced by the revision of the Fisheries Control Regulation which entered into force in January 2024.

The rules - a Delegated Act and an Implementing Act - were published in the Official Journal on 12 November.
They will apply from 10 January 2026, with transitional arrangements for certain control provisions that will become applicable gradually by 2028. This phased approach aims to ensure a smooth adaptation process for Member States and operators.
The common fisheries policy includes some rules to control what is fished by EU vessels and those fishing in EU waters.
The new measures follow the revision of the Fisheries Control Regulation (EC) No 1224/2009, modernised by Regulation (EU) 2023/2842 to reflect technological advances and the need for more effective, risk-based control.
The adoption of the Implementing and Delegated Regulations will repeal Implementing Regulation (EU) No 404/2011 which had become outdated due to the revision of the Fisheries Control Regulation and the increasing demands for more digitalisation and adaptation to evolving fisheries practices.
