Recommendations on Vocational Guidance for Children and Youth will Appear in CIS

Meetings of two Permanent Commissions of the Interparliamentary Assembly of the CIS took place in Saint Petersburg.

The meeting of the Permanent Commission on Science and Education was chaired by Chair of the Committee of the Federation Council of the Federal Assembly of the Russian Federation on Science, Education and Culture Lilia Gumerova. Member of the Committee of the Jogorku Kenesh of the Kyrgyz Republic on Labour, Health Care, Women and Social Issues Gulzhan Satieva was elected Deputy Chair.

MPs approved a draft of Recommendations on legal regulation of systems for development and support of young talents in CIS Member Nations. The document provides for
grants, scholarships, internships and employment support, aiming to create unified legal approaches while preserving national specifics.

Participants also reviewed draft Recommendations on career guidance for children and youth. Lilia Gumerova shared practical experience of career guidance centers providing testing and professional advice to school students. Proposals to update the Prospective Plan of Model Lawmaking in the Commonwealth of Independent States for 2026-2028 were also discussed.

On the same day, a meeting of the Permanent Commission on Culture, Information, Tourism and Sport was held at the Tavricheskiy Palace. It was chaired by Member of the Committee of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan on Innovative Development and Information Technologies Shukhrat Sharafutdinov. Member of the Committee of the Jogorku Kenesh of the Kyrgyz Republic on Industrial Policy, Transport, Fuel and Energy Complex, Architecture and Construction Temirlan Aitie was elected Deputy Chair.

Participants reviewed a revised draft Model law on Protection of Children from Information Harmful to Their Health and Development. The updated document focuses on balanced regulation, including age-based assessment and promotion of traditional values, reflecting both CIS and international practices.

Among other issues were draft Model laws on Archives and Archival Fund and on Creative Unions, as well as proposals to update the Model law on Student Sport to include provisions on equal access to international competitions, development of digital and innovative formats, and harmonization of anti-doping standards.

Members supported including amendments to the model law on the sports industry in the Prospective Plan of Model Lawmaking for 2026-2028. The meeting also summarized events dedicated to the 80th anniversary of Victory and the international conference "Russian Language as a Basis of Integration Dialogue in the CIS region", as well as the international theatre festival "Meetings in Russia".
