                                      Ventura, Calif. - Ventura Fire Chief David Endaya has announced his retirement, effective late December 2025, concluding a distinguished 30-year career of service to Ventura.
                                     
                                    
                                    
                                      Since becoming an emergency first responder in 1994 and joining Ventura Fire in 1996 as an Emergency Paramedic, Endaya has advanced through every rank in the department before being selected as Fire Chief in 2014.
                                     
                                    
                                    
                                      "Serving the City of Ventura as Fire Chief has been one of the greatest honors of my career," said Chief Endaya. "I am proud of what we have accomplished and deeply grateful for the dedication, professionalism, and heart of the men and women of the Ventura Fire Department."
                                     
                                    
                                    
                                      As Chief for nearly 12 years, Endaya has led the department through the Thomas Fire, the COVID-19 pandemic, and a period of significant growth and modernization.
                                     
                                    
                                    
                                      Endaya strengthened the department's emergency response capabilities by launching Ventura's paramedic squad program, expanding staffing through the federal SAFER Grant, and securing vital equipment upgrades, including new self-contained breathing apparatus (SCBAs), radios, and the LIFEPAK 35, making Ventura Fire the first in Southern California to deploy this advanced technology. He also oversaw the assignment of two Cal OES engines (Type I and Type VI), expanding the department's ability to provide mutual aid and statewide disaster response.
                                     
                                    
                                    
                                      Additionally, Endaya advocated for and took ownership of an internal training academy launched in 2023, boosting morale and establishing training practices that better align with Ventura Fire policies and procedures. He also played a key role in planning the build of Fire Station 7, set to open in 2026, which will enhance service delivery in Ventura's coastal neighborhoods. When it opens, it will mark 38 years since Ventura last expanded its station footprint, a testament to Endaya's long-term planning, advocacy, and vision.
                                     
                                    
                                    
                                      "Chief Endaya is a true leader, and his announcement marks the culmination of a remarkable career, one defined by character, integrity, accountability, and a deep commitment to public safety," said City Manager Bill Ayub. "His vision, steady leadership, and innovative ideas have strengthened our community and positioned the Ventura Fire Department for continued success."
                                     
                                    
                                    
                                      Chief Endaya championed initiatives that strengthened firefighter health, safety, and resilience. He implemented annual physicals, expanded mental health resources, and introduced a comfort therapy dog program to support firefighter wellness.
                                     
                                    
                                    
                                      Beyond internal improvements, he was instrumental in fundraising and constructing the Ventura County Fallen Firefighters Memorial, ensuring lasting recognition for those who made the ultimate sacrifice. Chief Endaya also advocated for the establishment of the City's Emergency Services Manager position, enhancing Ventura's preparedness and coordination during major incidents and disasters.
                                     
                                    
                                    
                                      "I will always cherish the memories of visiting every station with my family each Christmas, personally acknowledging and sharing gratitude for the crews who were away from their loved ones," Endaya said. "Those visits remind me how special this department is. I'm going to miss it immensely."
                                     
                                    
                                    
                                      He is an engaged fire service leader, including noteworthy service as Vice President of the Ventura Firefighters Associations, President for the Ventura County Fire Chiefs Association and as a member of the League of California Cities Fire Chief's Department on the LCC Policy Committee, representing the interests of Ventura and fire agencies across the state.
                                     
                                    
                                    
                                      Chief Endaya holds a bachelor's degree in psychology from the University of California, Santa Barbara and earned the National Fire Academy's Executive Fire Officer (EFO) designation in 2016 after completing the rigorous four-year program. He has maintained his California Emergency Paramedic license since 1994 and served in specialized roles including Urban Search & Rescue, Hazardous Materials, Paramedic Preceptor, and qualified Strike Team Leader.
