WASHINGTON, DC - Representative Adam Gray (CA-13) introduced the bipartisan Harnessing Energy at Thermal Sources (HEATS) Act today alongside Representative Young Kim (CA-40). The bill would exempt geothermal activities on state and private land from federal drilling permits to encourage energy production and waive certain provisions of the National Environmental Policy Act of 1969.
"California's energy prices are too high thanks to burdensome state and local regulations," said Representative Gray. "The bipartisan HEATS Act would lower energy costs for Valley families and move our country toward energy independence by unleashing geothermal production. I'm proud to work with Rep. Kim to introduce this bill to secure safe, reliable clean energy, create good-paying jobs and drive down prices for the Valley."

Under current law, the Geothermal Steam Act of 1970 requires a federal permit for geothermal activities on certain lands. The Harnessing Energy at Thermal Sources (HEATS) Act would exempt certain geothermal activity on state and private lands from drilling requirements as well as environmental and historic preservation review requirements. By removing these restrictions on geothermal energy production, the HEATS Act would create opportunities for additional development of geothermal energy in the U.S.
In the Central Valley and across the country, people are experiencing spikes in monthly energy bills. If enacted, the HEATS Act would lower costs and reduce energy expenses for American families.
