City of Saint Paul Launches PAULIE, Transformative New Permitting and Licensing Platform

This major modernization effort follows the City's accelerated recovery from the digital security incident and reflects a generational investment in customer service delivery."Our new permitting and licensing system helps more people at once, speeds up processing, and makes it easier for residents and business owners to apply for licenses and permits, book inspections, and pay-all on a simple, easy-to-use platform," said Mayor Carter.The new system introduces several firsts for Saint Paul:

• Modern Platform: Users can access permits, licenses, inspections, and utilities accessible in a single online portal.
• Business Profiles: Businesses can connect multiple users under one account, giving leaders visibility into all activities tied to their organizations.
• Streamlined Experience: PAULIE provides clearer steps, digital communications, and faster application processing.
• Stronger Security: The platform is built on secure, modern infrastructure accelerated by its recovery efforts.
  

"PAULIE sets a new standard for how we serve Saint Paul," said Angie Wiese, Director of the Department of Safety and Inspections. "The platform streamlines our work behind the scenes and is the kind of transformation that makes doing business with the City simpler and more transparent."

PAULIE was originally set to launch in November 2025, but efforts to move up the launch were prompted by the July 25 digital security incident. The platform marks one of the most significant service transformations in in Saint Paul, demonstrating commitment to modernization, transparency, and building services for residents and businesses.

By the end of PAULIE's internal launch on September 15, City staff had entered more than 1,300 applications into the new system, including dozens of businesses and professional licenses. Staff processed nearly $1 million in payments on the first day alone and expect to more than double that total as they continue entering applications and processing payments through the end of the second day.
