Subject to AS 38.05.850, the Northern Regional Land Office has received an application for the following:

APPLICANT: Quintillion Networks LLC

PROJECT NAME: ADL 422759

GEOGRAPHIC LOCATION: On the North Slope, south and east of Nuiqsut, between the left bank of the Colville River and Santos' Nanushuk Operations Pad (NOP).

LEGAL DESCRIPTION: A public utility easement, for fiber optic purposes, approximately 42 miles in length and 30 feet in width, within the following sections of state land and as shown on the attached maps:

Umiat Meridian, Township 008N Range 004E, Sections 18, 19, 20, 25, 26, 27, 28, 29, 30
Umiat Meridian, Township 008N Range 005E, Sections 23, 24, 26, 27, 28, 29, 30
Umiat Meridian, Township 008N Range 006E, Sections 2, 10, 11, 13, 14, 15, 16, 17, 18, 19
Umiat Meridian, Township 008N Range 007E, Sections 17, 18
Umiat Meridian, Township 009N Range 006E, Sections 12, 13, 23, 24, 26, 34, 35
Umiat Meridian, Township 009N Range 007E, Sections 6, 7
Umiat Meridian, Township 010N Range 007E, Sections 6, 7, 18, 19, 30, 31

REQUESTED ACTIVITY: The applicant has requested a public utility easement for a fiber optic cable network. The purpose of the easement is to provide public telecommunications service. See attached application.

REQUESTED TERM: 30 years.

DEADLINE FOR COMMENTS: 1/26/2026

The public is invited to comment on this activity. The purpose of this notice is to gather input before a decision is made on this activity. To ensure consideration, written comments must be received by the Division of Mining, Land and Water at 3700 Airport Way, Fairbanks, AK 99709 on or before 5:00 p.m. on the date noted above. After review and adjudication, we may issue an authorization with stipulations for the activity. The activity may be modified during the review and adjudication process.
