On September 23, 2025, the groundbreaking ceremony was held to officially launch the Blue Heron Commons project, a partnership between Palm Beach County, the Riviera Beach Housing Authority and the city of Riviera Beach to deliver new affordable housing units.
Palm Beach County is contributing $409,500 in American Rescue Plan Act (ARPA) Replacement funds to support the Blue Heron Commons housing project. The housing funds provide gap financing for projects to expand the existing inventory of affordable housing units for very low-income households.
Blue Heron Commons will be a multifamily rental development, with units designated for households with incomes at or below 50% of Area Median Income (AMI). Most importantly, the project's units will remain affordable for no less than 50 years, ensuring long-term housing stability for residents.
"This project is a prime example of how leveraging federal resources can yield meaningful, long-lasting solutions for those who need them the most," said County Administrator Joseph Abruzzo. "Through strong partnerships and shared commitment, more families in Palm Beach County will have access to safe, affordable homes."
