East San Rafael Parking Permit Evaluation Report

The City of San Rafael completed its East San Rafael parking study and is releasing the final Residential Parking Permit Evaluation Report. You can access the full report here.

Over the past two years, the City looked closely at how parking is used in the area and explored possible solutions, including a residential permit program. This work was shaped by community members' input through surveys, outreach, and conversations with residents and stakeholders.

While parking challenges remain, we heard throughout the process that there wasn't enough community support to move forward with a permit program in East San Rafael. Residents shared concerns about costs, household and visitor flexibility, and how the program would work day to day.

Based on community feedback, the City decided not to implement a Residential Parking Permit program in East San Rafael. For additional background, please read a previous update from August 2025. You can access this update here.
