Loudoun County is seeking to determine public interest in the development of sanitary districts, which would be created to provide garbage removal and disposal services to property owners through county-managed contracts with private haulers.
The program's goals include providing high-quality, consistent garbage removal and disposal services, as well as consistent fees for property owners across all service districts. A sanitary district would leverage the county's purchasing power for garbage removal and disposal service contracts, potentially leading to more cost-effective and consistent services for residents within those districts. Additionally, sanitary districts would reduce the number and frequency of garbage trucks driving down residential streets, thereby minimizing traffic disruptions and noise in neighborhoods.
Eligibility
Residents who would be eligible to be in a sanitary district are property owners in unincorporated areas of the county who are individual waste collection subscribers. Property owners in the county's incorporated towns, homeowners associations (HOAs), apartment complexes, and commercial properties are not eligible.
The process of creating sanitary districts is resident driven, requiring a petition that must garner the support of at least 55% of the property owners in the proposed district.

Anyone interested in being part of a sanitary district in Loudoun County is encouraged to indicate their interest through this online form. The survey will be available through October 24, 2025.
