Statement on the Passing of Allan W. Ostar

WASHINGTON, April 21, 2026-The American Association of State Colleges and Universities (AASCU) mourns the passing of Allan W. Ostar, the association's first full-time executive director-later changed to president-and a transformative leader whose vision helped shape AASCU into the national voice for public higher education it is today. Ostar died on April 17 in New Jersey. He was 101.

Ostar's tenure marked a period of extraordinary growth and definition for AASCU. From 1965-1991, he guided the association through a time of rapid expansion in higher education, unifying a growing membership of public colleges and universities. His leadership laid the foundation for AASCU's enduring mission to advance access, student success, and the public purposes of higher education.

During his time at the helm, Ostar developed key initiatives and structures that continue to serve AASCU institutions, including expanding its engagement in federal policy and international collaboration. He also led the establishment of enduring programs, including the Servicemembers Opportunity Colleges initiative in 1972, the Distinguished Alumnus Award-first presented to former President Lyndon B. Johnson, also in 1972-and the AASCU Spouse/Partner Program in 1979, which was led by Ostar's spouse, Bobbie.

His work reflected a deep commitment to opportunity, innovation, and the evolving role of public colleges and universities in serving their communities. AASCU extends its deepest condolences to Ostar's family, friends, and colleagues. His legacy is embedded in the history and continued impact of this association and the institutions it represents.
