LINCOLN, NEBRASKA - This week, U.S. Congressman Mike Flood (R-NE) delivered remarks on the House floor recognizing Papillion Mayor David Black's career of public service following his decision to not run for another term as mayor.

This month, he announced that he will not seek reelection, concluding 17 and a half years as mayor and nearly five additional years serving the city in other roles.
Decades of engagement and community outreach have produced clear results, attracting firms such as Google and Facebook to expand in Papillion.
Mayor Black has more than earned the opportunity to spend additional time with his family once his final term concludes. Papillion, Mister Speaker, is a special place- and Mayor Black's legacy is yet another example of that truth. Thank you for your outstanding public service.
