GENTEXT/REMARKS/1. This MARADMIN is applicable to the Marine Corps
Embassy Security Group (MCESG) personnel for the transition from
paper-based Armed Forces Classification Testing (AFCT) to the
web-based AFCT and for the implementation of the Defense Language
Proficiency Test (DLPT).
2. Background. Previously, AFCTs were administered via the hard-copy
version to MCESG personnel. This method is outdated and no longer
aligns with the Manpower and Reserve Affairs, Manpower Analysis
Branch (MPA), Test Control's modernization of testing fleet wide.
The new method for administering AFCTs to MCESG personnel is the
web-based AFCT. Additionally, the DLPT was not administered to MCESG
personnel due to capability limitations. MCESG personnel are now
able to take the DLPT at their assigned locations under the
supervision of a Installation Test Administrator (ITA).
3. Policy Update. Effective immediately, all AFCT tests will be
administered electronically.
3.a. All provisions within the references not explicitly modified by
this MARADMIN remain in effect. Any paper-based AFCT postmarked prior
to the date of release of this MARADMIN will be valid and graded.
4. Appointment of Installation Test Control Officer (ITCO)
and ITA.
4.a. An officer in the rank of O-2 (or higher), civilian GS-7
(or higher), or a NAF employee (equivalent to or higher than a GS-7)
will be designated in writing as the ITCO.
4.b. An officer in the rank of O-2 (or higher), a military member
with the rank of E-8 (or higher) serving as the Marine Corps Embassy
Security Guard Region First Sergeant, a civilian GS-5 (or higher),
a civilian contractor, or a NAF employee (equivalent to or higher
than a GS-5) will be designated in writing by the test site's ITA.
5. For test scheduling purposes, access to iCAT is contingent on
training completion (see below) and MPA, Test Control receipt of
appointment letter. Appointment letters and required training
certificates shall be emailed to [email protected].
6. Training Requirements: The following training courses are required
for all ITCOs and ITAs.

6.a. Training Instructions. Upon logging into Joint Knowledge Online
https:(slash)(slash)jkodirect.jten.mil/, prospective ITAs/ITCOs must
add the necessary audiences to their profile to access the courses.
To do so they will, select "Profile," scroll to
"Audience Association," and then click "Add Audience(s)." Enter
"DMDC" into the search box and select the following two audiences.

7. Administration of Testing. Each MCESG Region will be
responsible for testing personnel during site visits. Each region
has been issued equipment by Headquarters, MCESG that meets
testing requirements.
7.a. Marines desiring to test shall coordinate with their Region's
headquarters to schedule testing events.
7.b. Requests for paper-based AFCT tests will be considered on a
case-by-case basis by MPA, Test Control. Instructions for
administering paper-based tests will be given by MPA, Test Control
at the time of authorization. DLPTs will be scheduled directly with
the Region's ITA. Waivers will be submitted to MPA, Test
Control.
8. Paper-based AFCT Material. MCESG Regions shall return all
paper-based testing material including but not limited to final
inventories, test booklets, answer sheets, scoring keys, and other
associated classification test material to MPA, Test Control within
120 days of release of this MARADMIN. The MPA, Test Control mailing
