OUTCOME OF THE WORKING VISIT OF THE MINISTER OF FOREIGN AFFAIRS

TO NAY PYI TAW, MYANMAR

Minister of Foreign Affairs Dato' Seri Utama Haji Mohamad bin Haji Hasan undertook a working visit to Nay Pyi Taw, Myanmar, on 9 October 2025. The one-day visit was undertaken in the Foreign Minister's capacity as Chair of ASEAN.

During the visit, the Foreign Minister called on the Chairman of the State Security and Peace Commission (SSPC) and Acting President of Myanmar, Senior General Min Aung Hlaing, and Prime Minister and Union Minister for National Planning, U Nyo Saw. He also met with Union Minister of Foreign Affairs U Than Swe.

In his engagements, the Foreign Minister spoke on the main thrusts of the ASEAN Five-Point Consensus (5PC), namely the cessation of violence, humanitarian assistance, and inclusive dialogue with all Myanmar stakeholders. He urged for the cessation of attacks on civilians and civilian infrastructures, for the declaration of ceasefires, and for the channelling of humanitarian assistance to those in need, without restrictions. He also formally reaffirmed Malaysia's readiness to offer its "good offices" and provide a conducive and neutral environment to facilitate inclusive dialogue with all Myanmar stakeholders, underscoring ASEAN's commitment to an all-inclusive solution.

The Foreign Minister conveyed to the Chairman and Foreign Minister of the SSPC the aspirations of Myanmar stakeholders, which were the outcome of engagements undertaken by Malaysia with a wide spectrum of stakeholders since assuming the Chairmanship of ASEAN earlier this year.

He also took the opportunity to discuss the threat of transnational crimes and the admission of Timor-Leste as the 11th member of ASEAN. On the threat of transnational crimes, especially drug trafficking and online scams, discussions were also focused on strengthening regional cooperation in tackling such activities.

The Chairman, Prime Minister, and Minister of Foreign Affairs of the SSPC elaborated on the SSPC's plan to hold elections at the end of this year.

In response, the Foreign Minister stated that as a key component of democracy, elections must be conducted in accordance with the principles of free, fair, transparent, and credible processes. He underlined that elections should be held throughout the country with the participation of all political parties and stakeholders. The Foreign Minister also noted the invitation extended to ASEAN Member States to send election observers. For Malaysia, the invitation was addressed to the Election Commission of Malaysia (SPR). As ASEAN Chair, this matter will be raised and discussed by ASEAN Member States at the upcoming 47th ASEAN Summit in Kuala Lumpur.

He further discussed the situation of the Rohingya with the Foreign Minister of the SSPC and emphasised the importance of addressing the root cause of their displacement from Myanmar.

This working visit is a testament to ASEAN's resolute commitment to peace, stability, and a durable solution in Myanmar. Malaysia remains focused on promoting a Myanmar-owned and Myanmar-led solution to the crisis, with the support of ASEAN. As the Chair of ASEAN in 2025, Malaysia will also continue to actively engage with all Myanmar stakeholders in pursuit of an inclusive and sustainable path towards peace and national reconciliation.
