FCDO Commercial Pipeline: ODA programme delivery

This commercial pipeline provides a forward look at potential upcoming commercial procurement activity in the Foreign, Commonwealth & Development Office (FCDO) for official development assistance (ODA) programme delivery only.

The pipeline data is provided in an open CSV format and can be downloaded from this page.

This is a voluntary publication produced by FCDO Commercial. It provides an early, indicative view of potential activity to support transparency and early market awareness.

What this pipeline shows

This pipeline sets out procurement activity based on information that is currently suitable for publication, as set out in the attached CSV.

It is intended to help suppliers:

  • understand the types of activity that may come to market
  • support early planning and capability development

All information should be treated as an early, indicative signal of potential procurement, rather than a commitment to or confirmation of procurement. It may change as plans develop.

Scope and coverage

This voluntary pipeline publication provides a point-in-time snapshot of potential upcoming contractual activity for ODA programme delivery only with an indicative value exceeding £139,688, based on information currently suitable for publication. This snapshot will not be updated.

The pipeline:

  • is not exhaustive
  • may change as delivery plans develop
  • may exclude requirements that are not yet sufficiently defined or confirmed
  • may exclude activity where the delivery route is not yet known
  • may exclude activity where publication is not appropriate due to sensitivities

The absence of a requirement from this pipeline should not be interpreted as confirmation that no activity is planned, or that an activity has been cancelled or will not proceed.

The FCDO makes no commitment that:

  • the requirements identified will be procured
  • the value of any contract will be as stated
  • the timing of any future procurement activity will be as stated
  • the sourcing route for any procurement will be as stated
  • the published pipeline is comprehensive or includes all future commercial activity

Status of this publication

Under the Procurement Act 2023, contracting authorities must now publish a UK1 pipeline notice where applicable, to support transparency and early market awareness.

This publication:

  • is not a UK1 pipeline notice
  • does not form part of FCDO's statutory pipeline publication

It is an additional voluntary, consolidated snapshot published to support supplier planning following a period of limited pipeline visibility while ODA budget allocations were being confirmed.

How and when information may change

This pipeline represents a single point-in-time snapshot and will not be neither updated nor repeated.

Future opportunities

Future visibility of commercial opportunities will be maintained through the Jaggaer e-procurement platform, where formal procurement notices are published. Where appropriate, new activity will be signalled through formal notices as plans develop.

Some requirements included in this snapshot may already have a published notice but are not yet live opportunities. Where a notice has been published, suppliers should refer to published notices for the most up-to-date information. The snapshot does not replace the formal notice for any individual opportunity.

Where a procurement proceeds, the definitive position will be set out in the relevant formal notice and tender documentation.

Fairness and transparency

To ensure fairness, consistency and equal access to information:

  • additional detail will not be shared through individual or bilateral follow-up requests arising from this publication
  • all suppliers are expected to rely on information published through formal channels
