Syracuse Mayor Sharon F. Owens announced the appointment of Brianca Hill as Deputy Commissioner of Business Development. Hill will work with the Commissioner of Neighborhood and Business Development in program development, strategic initiatives, and managing personnel. She will oversee the day-to-day operations and administrative policies within the Business Development and Community Investment teams of the Department of Neighborhood and Business Development.

"Brianca's experience, steady leadership, and proven commitment to public service make her exceptionally qualified for this role," said Mayor Owens. "Her track record of delivering impactful results speaks for itself, and I am confident she will bring both skill and heart to this work. I look forward to collaborating with her in this new capacity and to the positive momentum her leadership will bring to our community."

Hill brings a strong record of leadership within the City of Syracuse's Department of Neighborhood and Business Development, advancing from Business Engagement Specialist to Director of Business Development. In these roles, she managed daily business development operations across multiple commercial corridors and facilitated interdepartmental coordination to improve safety, maintenance, and overall quality of life for residents. She has played a key role in advancing major economic development initiatives and serves as a liaison to the City's economic development public authorities SIDA and SEDCO. Prior to her public-sector service, she built a strong operational foundation at BNY Mellon, progressing into supervisory roles where she oversaw team workflows, performance management, daily reporting, and productivity improvements.

Hill earned her Associate of Science degree in Accounting from SUNY Morrisville and her Bachelor of Applied Science in Accounting from SUNY Oswego. She also serves as Treasurer of the Crouse-Marshall Business Improvement District (CMBID) and is a proud graduate of Nottingham High School.
