The international conference "Human-Centricity as a Vector of Constitutional Reform in Kazakhstan" was held in Astana.
The event was organised by the Institute of Legislation and Legal Information of the Ministry of Justice of the Republic of Kazakhstan.
The conference brought together representatives of government bodies, international organisations, and the academic and expert communities from Belarus, Kyrgyzstan, Tajikistan and Uzbekistan. The participants discussed practical aspects of implementing constitutional guarantees, protecting human dignity and ensuring fundamental rights and freedoms.
Secretary General of the IPA CIS Council Dmitriy Kobitskiy sent a welcoming address to the conference participants.
He emphasised that the Constitution defines not only the fundamental principles of state organisation but also the criteria for assessing regulatory legal acts, establishes mechanisms for protecting citizens' rights and provides the foundation for law enforcement. These principles must also be taken into account when drafting model laws, which help CIS Member Nations develop a consistent legal framework.
"The principle of 'state for the people' should serve as a guiding principle for model legal acts, enabling countries to develop a consistent legal framework," Dmitriy Kobitskiy noted.
The Secretary General also recalled that, earlier in 2026, the IPA CIS Council Secretariat had concluded a cooperation agreement with the Institute of Legislation and Legal Information of the Republic of Kazakhstan. Both organisations work to improve national legislation and develop interstate cooperation.
Dmitriy Kobitskiy reaffirmed the Assembly's readiness to continue joint efforts to strengthen standards for protecting human rights and freedoms while taking into account the specific features of national legal systems.
