On 22 January 2026, a majority in the European Parliament voted in favour of applying the 'one in, two out' principle, whereby the introduction of new regulatory costs should be accompanied by the removal of at least twice the equivalent costs elsewhere.

In the light of the upcoming discussions on regulatory simplification at the Council, as well as the Commission's forthcoming communication on better regulation expected on 28 April 2026, it remains unclear how the Commission intends to reflect the position expressed by Parliament and deliver on its burden-reduction objectives.

In this context:

  • 1.How does the Commission intend to take into account the clear support expressed by a majority in Parliament for the 'one in, two out' principle in its upcoming communication on better regulation?
  • 2.Does the Commission plan to incorporate this principle into its broader strategy to reduce regulatory burdens and strengthen European competitiveness?
