Washington, D.C. - Congresswoman Julie Fedorchak (R-ND) today urged her colleagues during House Floor debate to support year-round E15.
"Year-round E15 will add $25.3 billion to the U.S. GDP, support more than 128,000 full-time jobs, strengthen American energy security, and support our hardworking North Dakota farmers," Fedorchak said."This is a top priority for me and for North Dakota's farmers."
H.R. 7148, the Consolidated Appropriations Act, 2026, which passed the House earlier today, includes a provision to establish the Rural Domestic Energy Council focused on advancing a nationwide solution for year-round E-15. As Co-Chair of the Congressional Biofuels Caucus, Fedorchak is advocating to expand access, strengthen demand, and grow domestic markets for American-grown biofuels.
Below are her remarks as prepared for delivery:
Thank you, Mr. Speaker.
First, I want to commend Chairman Tom Cole for leading the appropriations process as intended by our founders.
Fiscal Year 26 will mark the first time in decades that Congress has funded the federal government through all 12 appropriations bills without reverting to a year-long continuing resolution.
As a freshman, I committed to working to this process to this end during my time in Congress.
I never dreamed I would say it my first year.
Thank you, Mr. Cole, for your leadership.
Now I rise today on behalf of North Dakota farmers and rural communities to support the step included in this measure to move forward on year-round E15.
Farmers are hurting.
Across the country, input costs and interest costs are up.
Our producers are also dealing with tariff pressures and shifting markets.
And at the same time, commodity prices are down.
That's a difficult combination for anyone.
The future of many family farmers hangs in the balance, both in my state and many others throughout the heartland.
Year-round E15 offers immediate relief without costing the federal government anything.
This is a top priority for farmers in my state and across our nation.
E15 provides an immediate, strong domestic market for their bountiful harvest.
E15 is homegrown energy.
Year-round E15 eliminates regulatory uncertainty that prevents the industry from flourishing.
It will add $25.3 billion to the U.S. GDP and support more than 128,000 full-time jobs.
President Trump and Secretary Rollins support this effort.
Rural America is counting us on us to deliver.

BACKGROUND:
Outdated regulatory barriers continue to restrict E-15 sales during the summer months in many parts of the country, creating confusion for consumers, uncertainty for retailers, and instability for ethanol producers and corn growers.
The provision included in H.R. 7148 would establish a Congressional council to review key issues related to year-round E-15 and recommend a workable, nationwide path forward on an expedited timeline. The council's recommendations are due no later than February 15, 2026, with the intent to consider legislation no later than February 25, 2026.
