District Welcomes New Chief of Paramedic Services and Emergency Management

Muskoka, ON - September 11, 2025 - The District Municipality of Muskoka is pleased to announce the appointment of JC Gilbert as Chief of Paramedic Services and Emergency Management, effective September 22, 2025.

With more than 20 years of experience in paramedic services, including 19 years in leadership roles, Mr. Gilbert brings extensive expertise in operations, emergency preparedness, and system modernization. He will lead Muskoka's emergency services through the next phase of growth, with a focus on operational excellence, staff wellness, evidence-based planning, and strong community partnerships.

"JC's leadership, innovation, and deep experience in paramedic operations and emergency management make him the ideal person to guide Muskoka's emergency services into the next chapter of service evolution and expansion," said Norm Barrette, Commissioner of Health Services. "His proven ability to advance care models and lead major response efforts will ensure Muskoka is well-prepared to meet current and future challenges."

Mr. Gilbert is recognized for his collaborative approach and forward-thinking leadership. He has developed programs such as Community Paramedicine, introduced a rapid response unit program, and played a key role in Simcoe County's COVID-19 response. Most recently, he served as Manager of Emergency Preparedness and Disaster Planning at Southlake Regional Health Centre, strengthening inter-agency collaboration and emergency management in complex health environments.
