ARPL Montana Campaign Takes Proactive Approach to Professional Licensing

The Alliance for Responsible Professional Licensing (ARPL), a national coalition that NSPE helped found, has launched a public awareness campaign in Montana as part of its broader effort to build support for professional licensing before specific legislative or regulatory threats emerge. The campaign comes as Montana policymakers examine the state's licensing system and consider potential reforms.

Why it matters: The Alliance for Responsible Professional Licensing (ARPL) is a coalition of national professional organizations and licensing bodies representing engineers, surveyors, architects, landscape architects and CPAs. NSPE, the National Council of Examiners for Engineering and Surveying (NCEES), and the American Society of Civil Engineers (ASCE) participate in the coalition on behalf of the engineering profession.

Coalitions like ARPL allow the engineering profession to work alongside other licensed professions facing many of the same policy challenges, combining research, resources and advocacy capacity that individual organizations would be less able to deploy on their own. NSPE's participation also helps ensure the engineering perspective is represented as those broader strategies take shape.

ARPL's Montana campaign reflects a shift toward earlier engagement in states where there are clear indications professional licensing will become part of the policy debate. Rather than waiting for a specific legislative proposal or regulatory change to emerge, the coalition is seeking to establish a stronger public understanding of why licensing exists and the role it plays in protecting the public.

The campaign builds on ARPL message research showing that professional licensing is not well understood by much of the public, but that support increases when voters are given basic information about how licensing works. The research also found continued support for expert-led licensing boards and messages emphasizing professional qualifications, accountability and public protection.

Why Montana: The state has convened a Licensing Reform Task Force, with recommendations to Governor Greg Gianforte expected in September. That creates an opportunity to raise awareness of professional licensing while broader conversations about professional standards and licensing policy are taking shape.

The campaign is not tied to a specific bill or lobbying effort. Instead, ARPL is seeking to establish a positive foundation for professional licensing before the issue is defined solely through future proposals to change or reduce licensing requirements.

State of play: The campaign launched July 13 with billboards in Helena, Billings, Bozeman and Missoula, followed by Kalispell, along with statewide digital advertising. The digital campaign is targeting the broader public, policymakers and professionals and is expected to continue into the fall, with the broader effort extending into early 2027.

The campaign directs viewers to ARPL's redesigned responsiblelicensing.org website, which explains professional licensing, the role of licensing boards and current threats to professional standards. ARPL has also provided participating organizations with campaign resources to help extend the effort through their professional networks.

For NSPE, the campaign provides an opportunity to reinforce the connection between licensure and public protection. NSPE participated in ARPL's review of campaign messaging and creative and has worked to raise awareness of the effort among engineering stakeholders in Montana.

What's next: ARPL's digital campaign will continue in the coming months as the coalition works to increase awareness of professional licensing and the role of expert-led licensing boards. The campaign will also provide ARPL with data on reach and engagement that can help assess the effectiveness of the effort.
