ODE releases toolkit to help with school cell phone bans

Published: September 3, 2025

The Oregon Department of Education released Tuesday a new toolkit to help schools implement policies that ban cell phones and other personal electronic devices while keeping students' needs in mind.

Gov. Tina Kotek issued an executive order July 2 requiring school districts to adopt policies by Oct. 31 to prohibit the devices during "regular instructional hours." The policies must take effect by Jan. 1.

The toolkit, Enhancing the Learning Environment: A Toolkit for Implementing Personal Electronic Device Policies in Schools, and other resources are available on ODE's Personal Electronic Device Policies: Resources and Toolkit Hub.
