IPA CIS Revises Model Law on Status of Commissioner for Human Rights

A meeting of the IPA CIS Permanent Commission on Social Policy and Human Rights was held at the Tavricheskiy Palace, chaired by member of the Committee of the Milli Majlis of the Republic of Azerbaijan for Law Policy and State-Building and on Culture Nizami Safarov.

Chair of the Committee of the Majlisi Namoyandagon of the Majlisi Oli of the Republic of Tajikistan on Social Issues, Family, and Health Javkari Mujibakhon Odil was elected Deputy Chair of the Commission.

Commissioner for Human Rights in Yaroslavl Region Sergey Baburkin spoke at the event and shared information about the main provisions of a revised draft Model Law on the Status of the Commissioner for Human Rights.

The revised draft Model Law will be sent to the parliaments of the CIS Member Nations for comments, suggestions, and expert opinions.

As part of the meeting, an information session was held on the draft Model Law on draft Model Law on Protection of the Population from the Effects of Tobacco Smoke and the Consequences of Consumption of Tobacco and Other Nicotine Containing Products. A video message was sent by WHO Regional Director for Europe Dr. Hans Henri P. Kluge.

The Commission considers it necessary to establish a consensus working group consisting of representatives from the IPA CIS Permanent Commission on Social Policy and Human Rights and representatives from the WHO Regional Office for Europe to determine the position on refining the draft Model Law.

Head of the International Federation of Red Cross and Red Crescent Societies (IFRC) Delegation for the Russian Federation and Belarus Frank Mohrhauer spoke about the importance of the Model Law on Facilitation and Regulation of International Emergency Assistance and Emergency Mitigation and on the draft Model Law on the National Societies of the Red Cross and Red Crescent.

The draft Model Law on the National Societies of the Red Cross and Red Crescent will be considered at the next meeting of the Commission.

The Commission generally approved the draft Model Law on the Commissioner for Children's Rights. It was decided to ask the Council of the IPA CIS to include the issue of the draft Model Law on the Commissioner for Children's Rights in the agenda of the next plenary session of the Interparliamentary Assembly of the CIS Member Nations.

Deputy Head of the Regional Delegation of the International Committee of the Red Cross (ICRC) for the Russian Federation and the Republic of Belarus José Antonio Delgado informed the Commission about the activities of the ICRC in 2024-2025.

Deputy Head of the Secretariat of the CIS Advisory Board on Labor, Employment and Social Security and Advisor of the Department of the CIS Executive Committee for Cooperation in the Political, Humanitarian, and Social Spheres Olga Kremskaya informed about the provisions of the draft Recommendations on agreed conceptual approaches to the organization of labor rationing in the Commonwealth countries, taking into account the introduction of digital technologies.

Transfusiology doctor and Head of the Department of Quarantine, Culling, and Temporary Storage of Blood and Its Components at the Republican Scientific and Practical Center for Transfusiology and Medical Biotechnology of the Ministry of Health of the Republic of Belarus Tatiana Kamenskaya presented a report on a draft Model Law on Blood Donation and Its Components.

Deputy Head of the Department of Occupational Safety, Health, and Social Security of the General Confederation of Trade Unions Ilya Udovenko informed about the draft Recommendations on main Directions of State Policy Regarding Older Citizens in the CIS Member Nations.

Member of the IPA CIS Expert Advisory Board on Public Health and Director of the Eurasian Cooperation on Clinical Guidelines and Development of National Health NPO Sergey Savashinsky announced the holding of a special expert session on Model Law on Medical Supplies in the CIS Member Nations: From Adoption to Implementation.

The next meeting of the commission will take place in April-May 2026.
