Following days of detective work that identified a suspect in both assaults, and after applying for and being granted an arrest warrant, PPB released a name and photograph of the suspect Monday. That helped detectives narrow their focus on where Stuart may be to an address in the 3600 block of Northeast 13th Avenue. Late in the evening of December 30, 2025, the Major Crimes Unit, the Special Emergency Reaction Team (SERT), the Crisis Negotiations Team (CNT), and several other PPB units served a search warrant on the location and arrested Stuart.
Stuart was booked into the Multnomah County Detention Center on arrest warrants for Attempted Murder in the Second Degree (2 counts), Assault in the First Degree (2 counts), Assault in the Second Degree (4 counts), Unlawful Use of a Weapon (2 counts), and Assault in the Fourth Degree.

PPB Asks Public for Assistance Locating Suspect Wanted for Two Stabbings
Portland Police are investigating two stabbings that occurred on Christmas Eve and are asking for the public's assistance in locating the identified suspect.
On Wednesday, December 24, 2025, at about 3:30 p.m., officers responded to a stabbing near the 3000 Block of Northeast Weidler Street. The victim, a 20-year-old male, sustained a neck injury. Medical arrived and transported the victim to a local hospital. Multiple officers were in the area but were unsuccessful in the search for a suspect.
Shortly after the first incident another similar call was dispatched, regarding an assault in the area of Northeast 24th Avenue and Northeast Hancock Street. Officers located a 67-year-old male in the area with a wounds on his neck and head. Medical transported the victim to a local hospital with serious injuries.
The assaults appear to be connected to the same suspect. Both victims have since been released from the hospital.
Major Crimes Unit Detectives have been working exhaustively on these cases throughout the holidays and have identified Richard Scott Stuart, 54, as the suspect. Detectives obtained an arrest warrant for Stuart on two counts Attempted Murder and other crimes. PPB is asking anyone who sees Stuart to call 911 immediately and not try to detain him. He possibly may be using public transportation.
