The HACP to Open Multiple Project-Based Voucher Waiting Lists on Thursday, May 21, 2026

Effective Thursday, May 21, 2026, at 8:00 a.m., the Housing Authority of the City of Pittsburgh (HACP) will be accepting pre-applications online ONLY for the following Project-Based Voucher Site-Based Communities:

• City's Edge - (1- and 2-bedroom units only) - 1450 Colwell Street, Pittsburgh, PA 15219
• Elmer Williams Square - (4-bedroom units only) - 534 Elmer Williams Square, Pittsburgh, PA 15206
• Hillcrest Senior Residences - (1-bedroom units only) - 2948 Brownsville Road, Pittsburgh, PA 15227
*These units require the head of household, spouse, or co-head of household to be at least 62 years of age.
• Legacy Apartments - (1-bedroom units only) - 2121 Centre Avenue, Pittsburgh, PA 15219
*These units require the head of household, spouse or co-head of household to be at least 62 years of age.
• Manchester Commons - (4-bedroom units only) - Multiple Addresses in Manchester Community, 15233
• Skyline Terrace - (3- and 4-bedroom units only) - 385 Elmore St., Pittsburgh, PA 15219
• The Reed Senior Housing - (1- and 2-bedroom units only) - 1738 Reed St., Pittsburgh, PA 15219
*These units require the head of household, spouse or co-head of household to be at least 55 years of age.

Not all households will be eligible for the specific bedroom size units listed for each of the communities, as the age, gender, relationships and number of household members affect the number of bedrooms for which a household is eligible.

Income and eligibility restrictions of the Housing Choice Voucher Program apply.

Pre-applications for the above communities will be accepted online ONLY at: https://hacp.org/housing/apply-for-housing/ and can be submitted from any computer, laptop or smartphone with internet access.

No pre-applications will be accepted before 8:00 a.m. Thursday, May 21, 2026. Printed pre-applications will NOT be available at any of the HACP properties or offices.

Position on the waiting list/s will be determined based upon date and time the completed pre-application/s is/are accepted by the online system.
