Now accepting proposals for federal FY 28 appropriations requests

The UA System Office is pleased to announce that we are accepting proposals for federal FY 28 appropriations requests. The deadline to submit proposals is close of business on October 16, 2026.

The Federal Relations Shared Drive's Federal Appropriations Folder will serve as the central hub for all FY 28 federal appropriations documents and updates. All information related to FY 28 can be found in the FY 28 UA Federal Appropriations Request folder.

In the FY 28 UA Federal Appropriations Request folder, you will find a PDF document entitled "26-08-04 FY 28 UA Appropriations Requests Guidance." All potential proposers are strongly encouraged to thoroughly review this guidance. The guidance includes information on proposal topic areas, changes to the FY 28 process, background information, timelines, and proposal evaluation criteria. Please direct any questions about the guidance to Executive Director of Federal Relations John Latini at [email protected].

One significant change this year is that two different processes now exist for submitting FY 28 appropriations requests.

  • For defense-related proposals, individuals must meet with me prior to submission to discuss their proposal(s). Any defense- or national security-related proposal submitted without prior discussion with Latini will not be considered. This change, based on feedback from the Congressional delegation, is designed to save PIs time upfront.
  • For non-defense proposals, individuals must submit the proposal using the FY 28 UA Non-defense Federal Appropriations Proposals Form. Proposals not submitted through theGoogle Formwill not be considered.

In the FY 28 UA Federal Appropriations Request folder, you will find two other documents. One is a draft page for non-defense requests. The drafting page helps individuals understand and plan the information needed to meet the Congressional office's requirements. Do not submit drafting pages for consideration in FY 28. The second document explains the differences between the state and federal appropriations processes.

Finally, UA still does not know the outcomes for FY 27 UA federal appropriations requests. If you have a pending FY 27 proposal, we recommend you do not submit it for FY 28. The UA system will decide on how to handle outstanding FY 27 proposals once Congress finalizes the FY 27 appropriations process.
