Edinburg City Council approves balanced budget with no increase to property tax rate
Edinburg, TX - At its meeting on September 16, 2025, the Edinburg City Council unanimously approved a balanced General Fund budget totaling $93.6 million and a total budget for all funds totaling $168.2 million, reinforcing the City's commitment to financial responsibility while investing in public safety, infrastructure, and quality of life initiatives.
Property Tax Rate Remains Stable
A central feature of the budget is the decision to maintain the property tax rate at $0.6300 per $100 of assessed valuation. This marks the lowest recorded tax rate since 1991, providing stability for residents as the City continues to advance critical community priorities without increasing the financial burden on taxpayers.
Investing in Our Workforce
The budget includes a three percent (3%) pay plan adjustment for all non-civil service employees, as well as for Police and Fire Department Civil Service employees. This adjustment reflects the City's recognition of the vital role employees play in maintaining essential services and ensuring the safety and well-being of the community.
Public Safety Enhancements
The Edinburg Police Department will receive funding to attain ten new patrol units, strengthening law enforcement resources and ensuring officers have the tools needed to protect residents and respond effectively to community needs.
In addition, the Edinburg Fire Department was approved for the purchase of two Pierce Custom Enforcer Pumper fire trucks, enhancing emergency response capabilities and ensuring firefighters are equipped with state-of-the-art vehicles to safeguard the community.
Infrastructure and Utilities
Significant investments are being made in the City's utility systems. The budget provides funding for:

Improvements to the Utility Water Plant, including a 250 HP Variable Frequency Drive and repairs to bulk chemical containment facilities;

Upgrades to the Wastewater Treatment Plant, including a roll-off truck, utility truck with crane, UV system, and lift station pump replacements; and,

Equipment for the Utility Systems Department, including water meter readers, sewer cameras, and new service trucks.
These investments ensure that Edinburg's water and wastewater infrastructure remain reliable, efficient, and capable of meeting future growth.
Technology and Efficiency
The budget allocates increased funding to the Information Technology Department for a citywide server refresh and phone system replacements, modernizing critical systems that support city operations and enhance service delivery for residents.
Recreation and Quality of Life
The City is also making targeted improvements to community amenities, including funding for upgrades at the Fountain Pool Pump House to ensure safe and enjoyable recreational facilities for families.
Airport Improvements
The Edinburg Airport will see progress on the Airfield Improvement Project and a fence replacement project, with the City providing the necessary grant match. These upgrades support continued safety and growth at a key transportation hub.
