Choctaw Trail sidewalk installation (Middleburg) - Crews have plans to install a new five-foot-wide sidewalk along Choctaw Trail from Chief Ridaught Trail to Apalachicola Boulevard in Middleburg as part of the County's Community Development Block Grant program. The sidewalk will be approximately 2,000 feet long and include two ADA ramps. Drivers can anticipate daytime, single-lane closures and lane shifts once work begins. Work on the first section of this project is anticipated to begin on January 26 at Harrison Avenue and Logan Street and will take about 30 days to complete. The next section on Choctaw Trail will begin on February 27 and will take about 30 days to complete.

County Road 209 Riverside resurfacing (Green Cove Springs)- Crews anticipate beginning a milling and resurfacing project on County Road 209 Riverside from US 17 to Ivey Lane in late February to early March. Anticipate daytime, single-lane closures once work begins. The project could take up to 3 weeks to complete.

County Road 220 and Town Center Boulevard Resurfacing (Fleming Island) - Crews will begin resurfacing County Road 220 from U.S. 17 to Arena Road in early 2026. Drivers should expect nighttime lane closures and traffic shifts during construction. Work is anticipated to start the first week of February and could take up to three weeks to complete.

Doctors Lake Drive resurfacing (Fleming Island/ Orange Park) - Crews will begin a milling and resurfacing project on Doctors Lake Drive from Peoria Road to Kingsley Avenue in early 2026. We will provide updated start dates as soon as plans are finalized.

East-West Parkway/County Road 220 Intersection Improvements (Fleming Island) - Construction is scheduled to begin in late January to early February 2026, on a project aimed at enhancing traffic flow and safety at the intersection of East-West Parkway and County Road 220. The improvements include extending the northbound through lane to the intersection, safety modifications to the right turn lane, updating pavement markings, and traffic signal upgrades. Work is expected to take up to 90 days to complete.

Old Jennings Road/ Long Bay Road new traffic signal (Middleburg) - Crews will soon begin installing a new traffic signal at the intersection of Old Jennings Road and Long Bay Road in Middleburg. We'll update our community as the project moves forward.

New County Projects

County Road 218 Sidewalk Repair (Clay Hill/Middleburg) - Crews begin repairing the County Road 218 sidewalk near Clay Hill Elementary School on January 6, 2026. Drivers should expect daytime lane and shoulder closures on westbound County Road 218 during construction.

Orange Park Northway Resurfacing (Orange Park) - Crews will begin milling and resurfacing on Orange Park Northway the week of January 15, 2026. The work will start at State Road 21 and extend east for approximately 2,000 feet to the Clay County line. Anticipate daytime, single-lane closures once work begins. The project is expected to take about one week to complete, weather permitting.

Radar Road new construction (Fleming Island)- Crews began preliminary utility relocation work ahead of construction of the new two-lane roadway connecting Radar Road to Town Center Boulevard at the current roundabout, which is expected to begin in early 2026. Once complete, this project will fully connect U.S. 17 to Town Center Boulevard and include bike lanes, curbs and gutters, and drainage features.

Town Center Boulevard Drainage Improvements (Fleming Island) - Drainage improvements are underway just north of Cypress Glen Drive, affecting both northbound and southbound lanes of Town Center Boulevard. Daytime lane closures and traffic shifts are expected. The sidewalk will be closed for several days, with a clearly marked detour and a temporary sidewalk planned as soon as possible. Work is coordinated with public safety and the school district to minimize impacts on emergency vehicles and buses. The project is expected to take 45 days.

Ongoing County Projects

County Road 209 (Russell Road) from Peters Creek Bridge to US 17, Bonded Transportation Program project #2 (Lake Asbury)- This project includes the design and reconstruction of the two-lane roadway into four lanes with a median, turn lanes, bike lanes, curb and gutter, and sidewalks on County Road 209 from County Road 315B to US 17, and from County Road 315 to south of Peters Creek Bridge. Drivers can expect single-lane closures and anticipate delays and weekend work. All work is estimated to be completed in Spring 2027. Please slow down and use caution around the crews working close to the roadway.

Residents in the area can expect increased noise levels or vibrations from machinery, as well as potential glare from temporary work lights near the site. County Road 209 (Russell Road) from Sandridge Road to Peters Creek Bridge, Bonded Transportation Program project #3, A & B (Lake Asbury) - Project 3A includes the completed operational improvements at the intersections of Oak Stream Drive and County Road 209 and Watkins Road and County Road 209, including sidewalk installation. Project 3B includes the widening and realignment of the east end of Sandridge Road (CR739B) with County Road 209B and operational improvements at the intersection of County Road 209 and County Road 209B. Motorists should expect a 25 mph low-speed zone and overnight single-lane closures from 5:30 PM to 5:30 AM in the work area. Please slow down and use caution around the crews working close to the roadway.

Residents in the area can expect increased noise levels or vibrations from machinery, as well as potential glare from temporary work lights near the site. • Project Update - December 23, 2025 (Project 3, Phase 3B: Connecting the east end of Project #4 on Sandridge Road through the roundabout to CR 209B)- Beginning January 12, construction will start at the traffic circle and surrounding areas on Russell Road / CR 209B. Work will first take place on CR 209B from Russell Road to the east end, and is expected to last 2-3 days. Immediately following, crews will begin work on Russell Road. This second phase will involve 24-hour operations with flagmen and single-lane traffic for several days while roadway work is completed. The third phase will focus on the traffic circle and is anticipated to last approximately 60 days. Intermittent lane closures are expected during this phase, though specific schedules are not yet available. Motorists should expect delays and slow traffic throughout the project, and alternate routes are recommended when possible. Please use caution, as workers will be operating near active traffic.
• Update December 11, 2025 (Project 3B) The entrance and exit lanes to the Anabelle Island subdivision off Sandridge Road will be closed for construction from January 19 - 26, 2026. All traffic will need to use the Russell Road entrance/exit.

County Road 218, Bonded Transportation Program project #1 (Middleburg) - This project involves reconstructing and widening the 2.7-mile section of roadway from Masters Road to Pine Tree Lane into four lanes, adding a median, turn lane, curbs, gutters, sidewalks, and bike lanes, and resurfacing from Cosmos Avenue to Pine Tree Lane. The westbound temporary pavement will remain in place until the underground stormwater pipe and utility relocation work is complete. The speed limit is 25 mph throughout the work zone. Please slow down and respect the safety of our workers.

County Road 218/Spencer Industrial Drive intersection improvements/paving (Clay Hill) - Anticipate intermittent, daytime, single-lane closures with flaggers beginning Monday, June 16, on County Road 218 at Spencer Industrial Drive for intersection improvements and turn lane installation. Work could take up to 260 days to complete. Please slow down and drive with caution in the work area.

County Road 220/Lakeshore Drive W traffic signal work/Arena Road (Fleming Island) - Anticipate daytime and nighttime, single-lane closures at the intersection of County Road 220 and Lakeshore Drive West for traffic signal work. The project involves setting new poles and could take up to 12 months to complete.

• Update January 9, 2026 - The project reached substantial completion and passed inspection on December 2. Roadway signage will be removed in the coming days.

County Road 220 Widening and Reconstruction Phase 1 and Phase 2 projects (Middleburg/Lakeside) - Crews began Phase 1 of the lane widening and reconstruction project on County Road 220 the week of December 16, 2025, which includes intersection improvements at Rideout Ferry Road. Phase 2 work, including a new four-lane bridge over Little Black Creek, began on January 20. Both phases are expected to be complete in late 2026. Drivers can expect detours that will continue for the duration of the project. All businesses and residents will have full access to their properties. The County worked closely with emergency responders and the school district throughout the planning process.

• Update December 17, 2025- Beginning the second week of January, the eastbound right-turn lane on County Road 220 at Henley Road will be closed for construction for approximately 25 days. During this time, eastbound, northbound, and southbound traffic will be reduced to a single lane, and traffic signal timing will be adjusted to help manage traffic flow. Motorists should plan for delays and use alternate routes when possible. Starting January 19, phased paving will occur at the County Road 220/Henley Road intersection for approximately two weeks. All directions will remain open, but expect delays as traffic will be directed by flaggers. School crossings will continue as normal.

County Road 315/ Cathedral Oak Parkway utility work (Green Cove Springs)- Anticipate daytime, single-lane closures on County Road 315 north to Cathedral Oak Parkway Monday through Saturday, from 9 a.m. to 6 p.m. for gas main installation work. We will update this notice when the work is complete.

Evergreen Lane sidewalk installation (Lakeside/Middleburg) - Crews began installing new sidewalks near Doctor's Inlet Elementary School as part of the Safe Routes to School (SRTS) program the week of December 2. This community-supported initiative aims to enhance pedestrian and bicycle safety, making it easier and safer for students to walk or bike to school. The construction will start at Evergreen Lane and Knight Boxx Road, moving south along Lisa Dawn Drive, west on Mary Beth Drive, south on Rhonda Drive, east on Pinewood Boulevard North, and finally south on Pinewood Boulevard East, connecting with the existing sidewalk network. This new addition will enhance sidewalk connectivity and help ease school-related traffic congestion. Drivers should anticipate intermittent, daytime, single-lane closures and traffic shifts during construction.

Jefferson Avenue sidewalk replacement (Orange Park) - Intermittent daily lane closures and a full sidewalk closure on Jefferson Avenue started June 3. Crews are replacing the sidewalk on Jefferson Avenue between Harrison Avenue and Washington Avenue. We will update this notice when the work is finished.

Jefferson Avenue closure (Orange Park) - In June the County's Public Works Department closed off an area on Jefferson Avenue adjacent to Ridgeview Elementary School due to an unsafe subsurface structure. County officials made school leaders aware of the move, which is aimed to prevent vehicles from parking on the stretch. Pedestrian traffic is still permitted.

Live Oak Lane/Old Jennings Road paving and trail construction (Middleburg)- This project includes the construction of a new 3.5-mile, 12-foot-wide multi-use trail extending from Live Oak Lane/Old Jennings Road, along Long Bay Road, to the State Road 21 intersection. Work began on April 2 and is expected to be completed in 345 days.

Walburg Street closure (Green Cove Springs)- Walburg Street closed on Monday, January 6, and will remain closed for approximately 12 months during the construction of the new Clay County Economic and Development Services building.

Blanding Boulevard Intersection Improvements from South of Wells Road to the Ortega River (Orange Park)- FDOT began a project to redesign the intersection of Blanding Boulevard (State Road 21) and Wells Road on August 4. The project includes milling and resurfacing, base work, shoulder treatment, drainage improvements, curb and gutters, traffic signals, lighting, highway signing, bridges, sidewalks/bicycle path, and other incidental construction. No single lane closures on Blanding Boulevard and Wells Road will be allowed from 6 a.m. to 8 p.m. No double lane closures on Blanding Boulevard and Wells Road will be allowed from 5 a.m. to 10 p.m. The $8 million project is scheduled for completion in summer 2026, weather and unforeseen circumstances permitting.

• Nighttime lane closures Tuesday through Thursday from 8 p.m. to 6 a.m. for traffic signal work.

Orange Avenue (State Road 15/U.S. 17) at Haven Avenue (Green Cove Springs)- Nighttime lane closures through Friday from 9 p.m. to 4 a.m. for road work.

State Road 16 resurfacing project from State Road 21 to U.S. 17 (Green Cove Springs/Penney Farms) - Anderson Columbia Co., Inc. was awarded the contract to complete this $10 million project, which includes milling and resurfacing, base work, shoulder and driveway treatment, drainage improvements, utility adjustments, curb and gutters, sidewalks, highway signing, guardrail, signalization, and other incidental construction. Work began on January 5, 2026, and project completion is expected in late 2026, weather permitting.

U.S. 17 (State Road 15) from Oak Street to Black Creek Roadway Improvements (Green Cove Springs - FDOT began a $12.2 million roadway improvement and resurfacing project on U.S. 17 (State Road 15) from Oak Street to Black Creek in Green Cove Springs on Monday, September 29.

• Nighttime lane closures Sunday through Thursday from 6:30 p.m. to 6 a.m. for road work.

First Coast Expressway (FCE) Work FDOT

FDOT First Coast Expressway South -State Road 23 from north of S.R. 16 to east of C.R. 209 (Green Cove Springs) - Construct 9.7 miles of new multi-lane, limited-access, toll road with drainage system, stormwater ponds, traffic signals, lighting, signage, guardrails, 15 new bridges, and two tolling facilities. Construction on this $180 million project began in April 2019 and is expected to be completed in mid-2026.

• State Road 16 at State Road 23 (Pier Station) - Nighttime lane closures with flaggers weeknights from 7 p.m. to 6 a.m. for road work.

FDOT First Coast Expressway New St. Johns River Bridge (Green Cove Springs) - Work is underway on the third and final segment of the FCE, which includes a new four-lane bridge over the St. Johns River just south of where the Shands Bridge currently stands. The vertical clearance height of the new bridge will be 65 feet from the water line, compared to the existing 45 feet of clearance. The $595 million project starts in 2023 with expected completion in 2030.

• FDOT update Jan 6, 2026- An extended closure of the Shands Bridge (State Road 16) is planned this weekend for routine bridge maintenance. The bridge will close at 9 p.m. Friday, Jan. 9, and reopen by 4 a.m. Monday, Jan. 12. If an additional weekend is needed to complete the work, the same closure will be in place Friday, Jan. 16, through Monday, Jan. 19. During the closure, drivers should use the Buckman Bridge as a detour and plan additional time to reach their destinations. In conjunction with the bridge maintenance operation, project teams will also be completing accelerated paving work on Leonard C. Taylor Parkway (State Road 16) between MOBRO Marine and the Shands Bridge. Single lane closures will be in place in this area throughout the weekend, with access to residences and businesses in this area managed by a traffic flagger.
