Brazil supports the creation of a permanent committee on digital trade, with a development-oriented perspective, which would institutionalize the Work on Electronic Commerce.
The proposed committee should serve as the multilateral forum within the WTO for dialogue, transparency, and cooperation on trade-related aspects of digital trade and emerging technologies, with a particular emphasis on the development dimension.
A proposed draft decision was circulated by Brazil on this matter for the consideration of Ministers at MC14.
The emphasis on development is reflected in the objectives of strengthening digital industrialization, fostering inclusive participation in the digital economy and addressing persistent digital divides, building on the list of issues contained in the MC13 Ministerial Decision.
We envision this committee as a deliberative body which would also advance discussions on the development of a balanced and development-oriented regulatory framework for digital trade, ensuring the developing and least-developed countries can fully harness the benefits of the digital economy.
On the moratorium, Brazil is in a position to renew for a period no longer than two years, with the same language adopted at MC13.
We propose continued discussions and impact studies on its implications for fiscal revenues, industrial policy, innovation, and the development of domestic digital and creative industries, as well as the evolving scope and definition of electronic transmissions, including questions related to digital content.
