The Housing Authority of the City of Santa Barbara (HACSB) has broken ground on Jacaranda Court, a transformative housing development located at 400 W. Carrillo Street. This milestone marks the start of construction on a 63-unit affordable rental community designed to meet the growing demand for workforce housing in the heart of downtown. The three- to four-story building is designed to support walkable, downtown-oriented living.
Jacaranda Court addresses Santa Barbara's ongoing housing shortage by replacing an underutilized, City-owned commuter parking lot with a vibrant residential community tailored to moderate- and middle-income families. The $44.8 million development directly responds to long-standing community and neighborhood calls for increased housing density in the downtown core while supporting a diverse and thriving community. By leveraging public land and resources, the City and HACSB are advancing an innovative housing model that balances affordability, location, and quality of life.
The City is contributing the Carrillo Street property, valued at more than $7 million, along with a $3.5 million loan from the Local Housing Trust Fund, while HACSB is leading the planning, financing, and construction of the development using agency reserves, bonds, and multiple loans. A 90-year affordability covenant will ensure rents remain accessible for generations.
