CITY OF TUCSON ACCEPTING PUBLIC COMMENTS ON DRAFT PY25 CAPER AND PROPOSED SUBSTANTIAL AMENDMENT TO THE PY26 ANNUAL ACTION PLAN:

I. Draft Program Year 2025 Consolidated Annual Performance and Evaluation Report (CAPER) The City of Tucson is accepting comments on the draft Program Year 2025 Consolidated Annual Performance and Evaluation Report (CAPER). The report provides information on City expenditures from July 1, 2025 through June 30, 2026 for the following U.S. Department of Housing and Urban Development (HUD) entitlement grants: Community Development Block Grant (CDBG); HOME Investment Partnerships Program (HOME); Emergency Solutions Grant (ESG); and Housing Opportunities for Persons With AIDS (HOPWA).

This DRAFT report will be available for comment beginning September 1, 2026 on the City's website: https://www.tucsonaz.gov/hcd.

Comments on the CAPER will be accepted through September 17, 2026 at 5:00 PM and may be submitted by email to [email protected], by fax to (520) 791-5407, or delivered in person or by mail to the address below.

II. Proposed Substantial Amendment to the Program Year 2026 Annual Action Plan

The City of Tucson is also accepting comments on a proposed substantial amendment to the Program Year 2026 Annual Action Plan. The proposed amendment would reprogram approximately $1,500,000 in Community Development Block Grant (CDBG) funds from the Public Facilities activity category to the Decent and Affordable Housing activity category. The reprogrammed funds will support Decent and Affordable Housing activities including but not limited to rehabilitation at Craycroft Towers, rehabilitation of City-owned public housing units, and rehabilitation of City-owned non-PHA affordable housing units, including the replacement of evaporative coolers with air conditioning systems.

A copy of the proposed substantial amendment will be available for review beginning September 1, 2026 on the City's website: https://www.tucsonaz.gov/hcd, and at the Housing and Community Development Department office at the address below during regular business hours.

La Ciudad de Tucson también está recibiendo comentarios sobre una enmienda sustancial propuesta al Plan de Acción Anual del Año de Programa 2026. La enmienda propuesta reprogramaría aproximadamente $1,500,000 de los fondos de la Subvención en Bloque para el Desarrollo Comunitario (CDBG), trasladándolos de la categoría de actividad de Instalaciones Públicas a la categoría de actividad de Vivienda Digna y Asequible.
