This opinion considers the effects of demolition of existing floats and piles, in-water pile driving of steel piles, demolition and the placement of fill in marine waters, construction vessel traffic, and support operations.

This opinion considers the effects of demolition of existing floats and piles, in-water pile driving of steel piles (vibratory, impact, and down-the-hole), demolition and the placement of fill in marine waters, construction vessel traffic, and support operations.

The action may affect endangered North Pacific right whale, threatened Mexico Distinct Population Segment (DPS) humpback whale and their critical habitat, endangered Western North Pacific DPS humpback whale and their critical habitat, endangered Central American DPS humpback whale, endangered blue whale, endangered fin whale, endangered sperm whale, endangered Sei whale, endangered Western North Pacific DPS gray whale, endangered Cook Inlet beluga whale and their critical habitat, Southern resident DPS killer whale, endangered Western DPS Steller sea lion and their critical habitat, and the proposed threatened sunflower sea star.

This biological opinion is based on information provided in the Biological Assessment (BA) provided by the USACE's non-federal designee, PND Engineers, Inc. (PND), the Incidental Harassment Authorization (IHA) application and the proposed IHA (91 FR 14535; March 25, 2026). A complete record of this consultation is on file at NMFS's Alaska office.
