Rep. Roy Sounds Alarm Over Islamic Development Near Camp Bullis Military Base

Washington, D.C. - Today, Congressman Chip Roy (TX-21) sent a letter to U.S. Attorney General Todd Blanche, Secretary of War Pete Hegseth, and Secretary of the Treasury Scott Bessent, voicing his concerns about a planned Islamic development being built near Camp Bullis, a U.S. military training base in San Antonio.

Rep. Roy is urging the cabinet officials to "examine whether any criminal, civil, financial, or immigration statutes have been violated in its effort to fulfill its campus expansion project."

Dear Attorney General Blanche, Secretary Hegseth, and Secretary Bessent,

I am writing to raise concerns about a planned development with potential national security implications near Joint Base San Antonio - Camp Bullis Military Training Reservation in Bexar County, Texas - a critical military installation that provides training for our armed service branches.

According to an August 14, 2026, report, the Northside Islamic Center of San Antonio (NICSA) is nearly completing a 7.25-acre multi-purpose community campus within roughly 18 miles of Camp Bullis to expand its influence. The NICSA community campus is expected to have a mosque, housing developments, K-12 educational institutions, businesses, and Sharia-compliant separate prayer areas for men, women, and children who are adherents of Islam.

Concerningly, NICSA Islamic leaders partnered with the Muslim Brotherhood, an organization with a history of collaborating with extremist groups and receiving foreign terrorist designations for several of its chapters, to raise funds for the NICSA expansion project near Camp Bullis, suggesting these entities are a part of a possible terror network. Additionally, NISCA has solicited donations for its Islamic community project from unknown international sources, which could be from potential bad actors or organizations.

The August 14, 2026, report also alleges that the NICSA expansion project is being co-led by its main Imam, AbdulRahman Kattan, an Egyptian national who is suspected to be in the U.S. on a visa, and who described the October 7, 2023, barbaric terrorist attacks against our friend and ally Israel as "a day of remembrance" for Muslims. Kattan also claimed the terrorist culprits responsible revived the Ummah, the so-called global community of all Muslim believers. While NICSA claims terrorism and violence are not a part of Islam in its constitution and by-laws, Kattan has made additional statements that conflict with NICSA's positions.

More recently, Kattan expressed views that could be interpreted as showing sympathy toward the Iran Revolutionary Guard Corps (IRGC), Iran's military force, after it agreed to join the Iranian Memorandum of Understanding, aimed at ending the armed conflict in Iran. In April 2019, the IRGC was designated as a Foreign Terrorist Organization due to its 40-year history of engaging in terrorism.

NICSA's project also raises concerns given its plans to make Sharia-compliant sections of its development. As you all are likely aware, efforts to spread Sharia Law or any Islamic theocracy code are in direct contravention of our Constitution, which Islamic fundamentalists typically promote, as both undermine and seek to replace our existing legal system, which is founded on religious liberty and the rule of law.

Sharia (Islamic law) subjugates women, children, and non-Muslims to second-class citizenship while sanctioning varying forms of punishment for those opposed. Under no circumstances should Sharia, or any foreign legal code, be practiced on U.S. soil, including community developments. As a congressional representative who has the privilege of representing those who honorably serve in our armed forces and fulfill their duties at Camp Bullis, I have an obligation to ensure their safety and the safety of my constituents in the surrounding area.

As such, given NICSA's ties to nefarious groups, questionable funding sources, and faith leaders espousing violent and terroristic rhetoric to their mosque raises concerns about possible encouragement of violence in sermons, I respectfully request your respective agency's assistance in reviewing NICSA's efforts to establish a community center near Camp Bullis, and to carefully examine whether any criminal, civil, financial, or immigration statutes have been violated in its effort to fulfill its campus expansion project.
